Management Support Consultant for the Danida Market Development Partnerships Programme
The Ministry of Foreign Affairs (MFA) has entered in to a contract regarding Danida Market Development Partnerships (DMDP) Programme, which is an instrument under the Danish government’s priorities for Development Cooperation. The objective of DMDP is to contribute to sustainable economic growth in developing countries within the framework of the Sustainable Development Goals. The DMDP programme supports partnerships between private enterprises and non-profit actors in selected countries. The DMDP has until now been managed by the Department for Sustainable Growth and Employment (BVB) in the Danish Ministry of Foreign Affairs (MFA) with the additional support from external consultants. With the planned expansion of DMDP with more partnerships and the first batches of partnerships reaching completion in coming years, the requirements for the programme level management are increasing.

MFA will contract the services of a management support consultant to be engaged with the DMDP management including among other things future calls, monitoring and financial management.
The objective of the management support consultant is to ensure that the DMDP has adequate management capacity to achieve its strategic objectives and implement the programme based on sound project and financial management.
The management services requested from the consultant for the ongoing DMDP are for a 5-year period (first phase) from early 2020 to end of 2024 (the ‘core contract’).
The immediate objectives and scope of work are:
— the DMDP call-process implemented effectively in accordance with guidelines and priorities of the DMDP,
— the DMDP-projects and partnerships are managed and implemented effectively and with integrity by the partners, in accordance with the agreed partnership project agreements and contracts,
— DMDP projects are monitored effectively, lessons learned and experience with business and partnership models are compiled and the wider stakeholder forum of profit and non-profit actors are informed and inspired to engage in commercially based development initiatives,
— DMDP reporting and financial management implemented at a quality level in accordance with the DMDP guidelines and sound financial management principles.
The consultant will overall support BVB/MFA to execute its responsibilities regarding the implementation of DMDP based on the programme document. The consultant will be engaged with the administrative partners of the partnerships. Each of the partnerships have a designated administrative partner, who is managing the partnership contract according to the agreed terms with MFA.
The contract for the management support consultancy will besides the core contract include 2 options:
— option 1: management support services for DMDP-2 from 2021 to end of 2024, if it is decided by MFA to continue using the management support for DMDP established in 2020. The Management support for DMDP-2 after 2025 will be tendered in 2024 and is not included in the MSC contract,
— option 2: management support for the extension of the ongoing DMDP (core contract) in an MSC phase 2 for 3 years from 2025 to 2027. The purpose of the second phase is to support the on-going DMDP program and complete all the partnership projects.
The contract for the management support consultancy includes 2 options:
— option 1: management support services for DMDP-2 from 2021 to end of 2024, if it is decided by MFA to continue using the management support for DMDP established in 2020,
— option 2: management support for the extension of the on-going DMDP (core contract) in an MSC phase 2 for 3 years from 2025 to 2027.
The estimated value of the contract is including both options. The core contract for the ongoing DMDP (2020-2024) has an estimated value of 12 000 000 DKK.
Option 1 relating to DMDP-2 (2021-2024) has an estimated value of 12 000 000 DKK.
Option 2 relating to a second phase of ongoing DMDP (core contract) (2025-2027) has an estimated value of 4 000 000 DKK.

The tender procedure is governed by Danish law and the rules applicable hereunder.

Actions regarding the procedure (e.g. decisions regarding award of contract) must be submitted within: 45 calendar days from the day after the publication of a contract award notice in the Official Journal of the EU, the complainant must at the same time notify the contracting authority that an action has been submitted to the Danish Complaints Board for Public Procurement.
