II.1.5)Short description of the contract or purchase(s):
The European Investment Bank aims to conclude a framework agreement with a service provider able to advise and support the European Investment Bank Group (EIB Group) in improving its methodology, approach, processes and tools for job design and job evaluation, their application and acceptance. Upon request from the EIB Group, the service provider will:
(i) review the Bank's job architecture, methodology, tools and processes for job analysis and evaluation and propose improvements; and
(ii) carry out selective job analyses and evaluations as well as other related services at the Bank and the Fund.
NB: in order to take part in this call for tender, interested parties should request the complete tender specifications from the EIB beforehand. The criteria set out in the specifications should be taken into account when drawing up tenders.

III.1.3)Legal form to be taken by the grouping of economic operators to whom the contract is to be awarded:
Should a grouping (consortium) be awarded the contract, the EIB may require that it adopt a legal form prior to contract signature. All members of the grouping will be jointly and severally liable for performance of the contract. The grouping will be represented by 1 tenderer who will act as its sole spokesperson.
Tenderers must obtain all relevant licences needed to perform the services described before the assignment commences and must, throughout the entire assignment period, comply with all laws and provisions in force.
Tenders from a consortium must specify the role, qualifications and experience of each member of the consortium. Each member must provide all the necessary documents for assessing the tender as a whole with regard to the exclusion criteria.

Information and formalities necessary for evaluating if requirements are met:
The tenderers shall provide a declaration on their honour (Annex 5a), duly signed and dated by an authorised representative, stating that they are not in one of the situations of exclusion listed in this Annex 5a. In the case of a joint tender, the declaration on honour shall be provided by all the members of the group. The successful tenderer shall provide the documents mentioned as supporting evidence in Annex 5a before signature of the framework and within a deadline given by the EIB.
In case of award of the framework agreement, the following evidence shall be provided upon request and within the time limit set by the EIB.
For situations described in (a), (b) and (e) of Annex 5a, production of a recent extract from the judicial record is required or, failing that, a recent equivalent document issued by a judicial or administrative authority in the country of origin or provenance showing that those requirements are satisfied. Where the tenderer is a legal person and the national legislation of the country in which the tenderer is established does not allow the provision of such documents for legal persons, the documents should be provided for natural persons, such as the company directors or any person with powers of representation, decision-making or control in relation to the tenderer.
For the situation described in point (d) of Annex 5a, recent certificates or letters issued by the competent authorities of the State concerned are required. These documents must provide evidence covering all taxes and social security contributions for which the tenderer is liable, including for example, VAT, income tax (natural persons only), company tax (legal persons only) and social security contributions.
For any of the situations in (a), (b), (d) or (e) of Annex 5a, where any document described in the 2 paragraphs above is not issued in the country concerned, it may be replaced by a sworn or, failing that, a solemn statement made by the interested party before a judicial or administrative authority, a notary or a qualified professional body in his country of origin or provenance.

In order to be selected, tenderers should satisfy the following minimum level of standards: annual turnover of the tenderer related to the type of services subject of this call for tender should be more than 250 000 EUR over the last 3 financial years.

Experience: proven experience of the firm in similar assignments in international financial environments or public international organisations (minimum 5 projects in these fields in the last 5 years, of which 3 projects in the last 3 years and at least 1 project in the banking sector in Europe). References should be provided following the template in Appendix 4.
Expertise: the tenderer shall provide evidence of its skills in the areas of expertise described in Section C.4. The description of the proposed profiles shall include at least the following information and may not exceed 2 A4 pages (or 1 double-sided page) per profile:
— professional experience,
— education and training,
— mother tongue and other languages,
— international exposure,
— certifications,
— professional affiliations.
Resources: the tenderer shall provide a declaration of availability of the requested profiles over the duration of the contract.
Profile of an account manager with minimum 3 years' experience in similar projects, as well as a back-up.
