Ceiling Increase of Framework Contracts DI/07390, DI/07391 and DI/07392 (ITSS T&M III)
Ceiling increase of the framework contracts DI/07390, DI/07391 and DI/07392 covering external service provision for IT service support on a time and means basis covering local IT service support and local IT infrastructure support, resulting from the open call for tenders published under reference No DIGIT/R2/PO/2014/037 — contract notice 2014/S 129-229867 dated 9.7.2014.
The main places of delivery are Brussels, Luxembourg, other places of delivery will be located in Geel, Petten, Karlsruhe, Seville, Strasbourg, Dublin (Grange), Ispra and other locations of JRC.

The maximum total value (158 075 834 EUR) of the procurement procedure (Section II.1.7) includes maximum ceiling increase value (44 200 000 EUR) added to initial ceiling (113 875 834 EUR).
The maximum total value will be split between the three contractors in cascade according to the relevant provisions of the cascade mechanism.
Section IV: Procedure
The circumstances which justify the use of the negotiated procedure under Article 134(1)(e) of the rules of application are:
— The ceiling increase concerns the procurement of the same services which conform to the basic contracts awarded in an open procedure,
— The tender specifications of the open call for tenders DIGIT/R2/PO/2014/037 foresaw explicitly the possibility of a ceiling increase.

Within 2 months of the notification to the plaintiff or, in absence thereof, of the day on which it came to theknowledge of the plaintiff an action for annulment could be launched. Any request made and any reply from the contracting authority, or any complaint for maladministration, will have neither the purpose nor the effect of suspending the time limit for launching an action for annulment or of opening a new period for launching an action for annulment. The body responsible for hearing annulment procedures is indicated in Section VI.4.1.
