The purpose of the contract is the design and construction of a GFT composting plant containing compost and biogas produced from cogeneration into heat that is recovered and electricity consumed locally or injected into the electricity grid. List and brief description of selection criteria:

In the course of 1 of the last 3 financial years, the tenderer must have a turnover of EUR 20 000 000 in the activities directly linked to the work described in these specifications. He must enclose with his bid a statement of turnover during the last three financial years.

Tenderers who have not submitted the approved annual accounts for the past 3 financial years to the National Bank of Belgium shall be obliged to attach them to their tenders. This obligation also applies to the annual accounts which were recently approved and which were not yet deposited at the National Bank of Belgium, because the legal deadline for the deposit of the annual accounts has not yet expired. For sole proprietors, a statement of all assets and liabilities should be produced by an IEB or an auditor. It must be certified by an authorised auditor IEB or by the auditor, as applicable. The document must reflect a recent financial situation (maximum 6 months from the date of the opening of the tenders). If the company has not yet published a financial statement, an interim balance sheet is deemed to be certified as effective by the auditor IEB or by the auditor.

For foreign companies, the final annual accounts of the 3 last years or a statement of all the company’s assets and liabilities must also be attached to the tender. If the undertaking has not yet published a financial statement, an interim statement of financial position is deemed to be effective either by the auditor or by the auditor or by the person or organism performing a similar function in its country.

III.1.3)Technical and professional ability
List and brief description of selection criteria:

First criterion relating to the technical capacity of the tenderer.

The tenderer must have the competent staff to perform the contract properly. Qualified personnel shall refer to persons competent to perform all elements of current assignment and have adequate experience in this regard.

Tenderers shall attach to their tenders an indication of all the staff (managerial, technical and other) available to him to perform this contract, without necessarily being assigned to this assignment. In this task, the tenderer shall indicate the staff’s diplomas and their professional qualifications and experience. A statement of the company’s average annual manpower and the framework during the last 3 years is necessary.

Second criterion relating to the technical capacity of the tenderer.

The tenderer must have the following references to the services performed during the last 3 years:

The tenderer must provide at least 3 references on the last 3 years of work as the main contractor for the construction of a waste treatment plant with at least 1 reference of a composting plant with a pre-digestion.

Tenderers shall attach to their tenders a list of the main operations carried out over the past 3 years, indicating the amount, the date and the public or private bodies for which they were intended. Contracts shall be attested by certificates issued by the competent authority or countersigned by the competent authority or, in the case of contracts for a private buyer, by certificates issued by the purchaser or, failing that, simply by declaration by the contractor.

Third criterion relating to the technical capacity of the tenderer.

Tenderers must have the technical equipment needed to perform the contract properly.

Tenders must include:

— a description of the technical equipment available to him to be used in performance of the contract,

A description of the measures which it will take to ensure quality,

A description of the study and research opportunities available to it.
