Framework contract ‘Water for citizens’ for support to the implementation of the water industry directives including the Bathing Water Directive (Directive 2006/7/EC of the European Parliament and of the Council), the Drinking Water Directive (Council Directive 98/83/EC) and the Urban Waste Water Treatment Directive (Council Directive 91/271/EEC).
This includes regular reporting exercises, case studies to ensure technical and scientific support, assessments on implementing or policy review aspects, regular meetings and, if necessary, infringement cases. The tasks carried out under the contract shall also contribute to ensuring that the implementation of the 3 directives fulfils the objectives and introduces the new elements described in the Implementation Communication (COM(2012) 95 final) of 7.3.2012.

In line with Article 134.1(f) of the rules of application to Regulation (EU, Euratom) No 966/2012 of the European Parliament and of the Council of 25.10.2012 (Financial Regulation), during the 3 years following conclusion of the original contract, the contracting authority will be able to use the exceptional negotiated procedure for additional services (without prior publication of a contract notice) consisting in the repetition of similar services (up to a maximum of 50 % of the original contract value) entrusted to the economic operator awarded the initial contract by the same contracting authority.

If you believe that there was maladministration, you may lodge a complaint to the European Ombudsman within 2 years of the date when you became aware of the facts on which the complaint is based (see http://www.ombudsman.europa.eu). Such complaint does not have as an effect either to suspend the time limit to launch an appeal or to open a new period for lodging an appeal.
Within 2 months of the notification of the award decision you may lodge an appeal to the body referred to in VI.4.1.
