Fusion21 Energy Efficiency Framework
Fusion21 has developed a framework for the provision of energy efficiency works and services for use by current and prospective members. The framework is split into 7 lots, these include:
1) External wall insulation and associated works;
2) Cavity wall, loft and internal insulation;
3) Cladding and associated works;
4) Domestic solar PV and battery storage;
5) Non-domestic solar PV and battery storage;
6) Electric vehicle charging points; and
7) LED lighting.
External Wall Insulation and Associated Works
Domestic properties – external wall Insulation, preparatory and ancillary work including but not limited to damp proofing, draft proofing, roofing, windows and doors. For England, Scotland and Wales we anticipate project values to range between 100 000 GBP and 1 000 000 GBP. For Northern Ireland we anticipate project values to range between 1 000 000 GBP and 5 000 000 GBP.
Projects may be subject to EU funding as detailed in part VI.3 of this notice.
Cavity Wall, Loft and Internal Insulation
Cavity wall insulation, solid wall insulation, hard to treat cavities, loft insulation, room in roof insulation, preparatory and ancillary work including but not limited to damp proofing, draft proofing, roofing, windows and doors. We anticipate project values to range between 50 000 GBP and 500 000 GBP.
Cladding and Associated Works
Cladding system which can be applied into both domestic and non-domestic buildings, including curtain walling and innovative thermal performance improvement measures. We anticipate project values to range between 100 000 GBP and 5 000 000 GBP.
Domestic Solar PV and Battery Storage
Design, supply and install solar photovoltaic (PV) systems and battery storage to domestic dwellings. Also included is the repair, service and maintenance of these systems. We anticipate project values to range between 100 000 GBP and 500 000 GBP.
Non-Domestic Solar PV and Battery Storage
Design, supply and install solar photovoltaic (PV) systems, battery storage and solar carparks to non-residential properties. Also included is the repair, service and maintenance of these systems. Works may also include other non-domestic solar PV works, such as solar farms. We anticipate project values to range between 100 000 GBP and 1 000 000 GBP.
Electric Vehicle Charging Points
Design, supply, installation and maintenance of electric vehicle charging points (EVCP) including testing, verification and associated electrical works. We anticipate project values to range between 20 000 GBP and 500 000 GBP.
Design, supply and installation of LED Lighting including but not limited to new installations, rewiring, refurbishment, upgrade of existing lighting systems, controls, emergency lighting, testing and verification, and associated electrical works. We anticipate project values to range between 20 000 GBP and 500 000 GBP.

External funding may be provided for call-off contracts (both in part or full), this may include Salix, Energy Company Obligation (ECO), ECO3, European Regional Development Fund (ERDF), European Structural and Investment Fund (ESIF), European Social Fund (ESF), Affordable Warmth, Renewable Heat Incentive (RHI), Home Energy Scotland Loan, Home Energy Efficiency Programmes for Scotland (HEEPS ABS), The Go Ultra Low City Scheme, OLEV grant schemes, The Electric Vehicle Homecharge Scheme, Energy Saving Trust Charge Point Funding Scheme – and any other future European or government backed incentives/schemes that may be required by Members.
Ancillary agreements may also be scheduled to the framework agreement as appropriate, for example external funding. Funding may be supplier or member led and may also be provided by a third party.
