With a growing demand for water (from domestic, irrigation and industrial customers), water resources are at stake in Egypt. As most of these resources are shared among various customer groups, integrated water resource management is needed.
The water resources plan aims to organise, at the national and governorate levels, optimal water resource allocation in order (a) to manage this valuable resource in a sustainable manner; (b) to provide the various customer groups with the water they need (in quantity and quality); and (c) to maximise the benefits of the economic activity for all Egyptian people.
The contract will provide the Ministry of Water Resources and Irrigation (MWRI) with technical assistance (TA) for:
— updating the existing national water resource plan (2005–2017) and extending it in the framework of the 2050 vision,
— developing regional water resource plans in 6 governorates, representative of the different contexts in the country (Nile Valley, delta, Fayoum, Sinai, coastal zones).
The plans will be elaborated with a participatory approach, with the strong involvement of all stakeholders (other ministries, governorates, large municipalities, civil society, etc.). The TA will be tasked with:
— consolidating existing information regarding water resources (quantity and quality) and water demand in the different project areas,
— processing and presenting this information in a manner (GIS, maps, tables) that facilitates the decision-making process,
— organising and facilitating stakeholder consultation,
— providing the MWRI (at national level and governorate level) with technical support during the WR plan elaboration.

Objectives of the assistance:
The national water resource plan (NWRP) aims to set out optimal water resource allocation, at the national and governorate levels, in order to: (a) manage this valuable resource in a sustainable manner; (b) provide the various customer groups with the water they need (in quantity and quality); and (c) maximise the economic activity benefits for all Egyptian people.
The technical assistance to the Ministry of Water Resources and Irrigation (MWRI) will:
— update the existing national water resource plan (2005–2017) and extend it within the framework of the 2050 vision,
— develop regional water resource plans for 6 governorates that are representative of the different contexts in the country (Nile Valley, delta, Fayoum, Sinai, coastal zones).
Tasks to be performed:
The plans will be developed through a participatory approach, with the strong involvement of all stakeholders (other ministries, governorates, large municipalities, civil society, etc.). The TA will be tasked with:
— consolidating existing information on water resources (quantity and quality) and water demand from different users in the different project areas,
— processing and presenting this information in a user-friendly manner (GIS, maps, tables) that will document and facilitate the decision-making process,
— organising and facilitating stakeholder consultations during the water resource plan development process,
— providing MWRI with technical support (at national level and governorate level) during water resource plan preparation,
— facilitating communication on the water resource plan and help user groups access relevant information,
— updating the NWRP using the information contained in the 6 regional water resource plans and defining the scope of the IT support required at national level,
— implementing a pilot IT platform for the NWRP,
— training the other 6 governorates in water resource planning.
