Le présent marché concerne la fourniture et la livraison de denrées alimentaires nécessaires au fonctionnement de la restauration collective des établissements publics locaux d'enseignement de la région Île-de-France, adhérents à la centrale d'achat régionale (dits bénéficiaires). Cet accord-cadre s'intègre dans un processus global de gestion centralisée des achats de divers types d'équipements et de fournitures pour les établissements publics. Ainsi, par délibération régionale no CR 2019-001 du 20.3.2019, la région a été autorisée à exercer des activités de services d'achat centralisé et qu'à cet effet elle peut agir en tant que centrale d'achat; ceci notamment en vertu de l'article 26 de l'ordonnance no 2015-899 du 23.7.2015, qui offre la possibilité pour un acheteur de se constituer centrale d'achat sans avoir à créer de structure ad hoc.

Les viandes de porc: il est attendu deux niveaux de qualité:

— porc charcutier issu de l'agriculture conventionnelle;

— porc certifié label rouge (l'élevage sur caillebotis est exclu). Les viandes de porc devront être labellisés Label Rouge fermier ou équivalent porc fermier. Les viandes de porc livrées doivent être issues au minimum de porcs fermiers, élevés sur air paillé ou sciures de bois;

— les viandes de bœuf, il est attendu deux niveaux de qualité:

—— de la viande bovine issue de cheptel allaitant, donc race à viande ou mixte (les races laitières sont exclues) et de l'agriculture conventionnelle;

—— de la viandes bovine issue de cheptels allaitants donc race à viande ou mixte (les races laitières sont exclues) et de l'agriculture biologique ou viandes certifiée label rouge;

— les viandes de veau.

La fourniture portera sur la viande de veau à chair «rosé clair» issue de carcasse classée de qualité «u» et «r» avec un état d'engraissement de 2 ou 3. Catégorie: âge maximum de l'animal égal à huit mois. Les steaks hachés devront contenir au maximum 15 % de matière grasse. La viande de veau proviendra de bêtes âgées de sept à huit mois maximum issues de race à viande (exemples de races: charolaises, Limousines, Aubrac, blonde d'Aquitaine) ou mixte (exemples: normande, salers);

— les viandes d'agneau.

La viande d'agneau proviendra d'agneau de boucherie et de races bouchère. La viande d'agneau proviendra obligatoirement d'agneau de moins de douze mois. Les prestations sont détaillées au CCTP.
