The objective of this call for expressions of interest is to set up a list of external experts.
Expressions of interest should be submitted in one of the official languages of the European Union by electronic means at the following address:
Inclusion on the list entails no obligation on the part of the contracting authority concerning the conclusion of contracts.
 3.Information and documents to be provided:

Interested parties should provide their full contact details in their expression of interest.
The supporting evidence to be provided for the evaluation of the selection criteria is indicated at point 11.
 4.General description of the procedure:

Natural persons are invited to submit an expression of interest in accordance with the rules set out in this notice.
The contracting authority will draw up a list of experts who meet the criteria set out at points 10–11.
Where a particular task relating to the field described at point 7 is to be performed by an external expert, the contracting authority will assign experts to the task on the basis of the skills, experience and knowledge necessary and in accordance with the principles of non-discrimination, equal treatment and absence of conflict of interests.
 5.Protection of personal data:

If processing your expression of interest involves the recording and processing of personal data (such as your name, address and CV), such data will be processed pursuant to Regulation (EC) No 45/2001 on the protection of individuals with regard to the processing of personal data by the Community institutions and bodies and on the free movement of such data. Unless indicated otherwise, your reply to this notice and any personal data requested are required for the purposes indicated above in point 4 and will be processed solely for those purposes by the contracting authority indicated in point 1, which is also acting as data controller.  6.Use of the list resulting from this notice:

The list resulting from this notice will be used exclusively for the execution of the tasks within the fields described at point 7, with a maximum threshold of 134 000 EUR of total payments to an expert (including both remunerations and reimbursements) within the duration of the call until the end of 2020. The European Commission may use the list for the same purpose.
Each time there is a need for experts for a given task, the contracting authority will choose — on the basis of objective and non-discriminatory criteria indicated in points 10–11 — from the list of candidates whose profile and skills correspond to the tasks required.
Inclusion on the list entails no obligation on the part of Chafea or the Commission concerning the award of the expert contract.
 7.Full description of the fields covered by the call for expressions of interest:

Chafea is launching the present call for expression of interest to establish a list of supporting activities, as described below, in connection with the implementation of the second health programme (2008–2013) and the third health programme (2014–2020).
Description of the tasks:
1) evaluating proposals received under the annual calls for proposals for projects, joint actions, and operating grants, submitted in accordance with the aims of the second and third health programmes, and the exclusion, selection and award criteria under the Commission's annual work plan and the call documents;
2) reviewing technical and/or financial reports of completed or ongoing projects or other actions (e.g. joint actions/operating grants/direct agreements with international organisations);
3) monitoring and/or evaluating funded projects (joint actions/operating grants/direct agreements with international organisations);
4) evaluating tenders in public procurement procedures, monitoring and/or evaluating the implementation of service contracts (either ongoing or already completed);
5) supporting Chafea in the dissemination of the results generated by the co-funded actions;
6) any other tasks in support of the second and third health programmes.
 8.Place of delivery:

In line with the description of the tasks, the work of the expert may be requested to be carried out in Luxembourg, at the home of the expert or at any other place indicated in the expert contract (e.g. in the premises of the beneficiary/contractor).
 9.Expiry date of the list resulting from this call for expressions of interest:

The list resulting from this notice is valid for the duration of the third EU programme on action in the field of health 2014–2020. Interested parties may submit an application at any time prior to the last 3 months of validity of the list.
 10.Exclusion criteria:

Experts shall be excluded from participation if:
(a) they are bankrupt or being wound up, are having their affairs administered by the courts, have entered into an arrangement with creditors, have suspended business activities, are the subject of proceedings concerning those matters, or are in any analogous situation arising from a similar procedure provided for in national legislation or regulations;
(b) they or persons having powers of representation, decision-making or control over them have been convicted of an offence concerning their professional conduct by a judgment of a competent authority of a Member State which has the force of 'res judicata';
(c) they have been guilty of grave professional misconduct proven by any means which the contracting authority can justify including by decisions of the European Investment Bank and international organisations;
(d) they are not in compliance with their obligations relating to the payment of social security contributions or the payment of taxes in accordance with the legal provisions of the country in which they are established or with those of the country of the contracting authority or those of the country where the contract is to be performed;
(e) they or persons having powers of representation, decision-making or control over them have been the subject of a judgment which has the force of 'res judicata' for fraud, corruption, involvement in a criminal organisation, money laundering or any other illegal activity, where such an illegal activity is detrimental to the Union's financial interests;
(f) they are subject to an administrative penalty for being guilty of misrepresentation in supplying the information required by the contracting authority as a condition of participation in a procurement procedure or failing to supply information, or being declared to be in serious breach of their obligation under a contract covered by the budget;
(g) they have a conflict of interest in connection with the contract; a conflict of interest could arise in particular as a result of economic interests, political or national affinities, family or emotional ties or any other relevant connection or shared interest.
Supporting evidence:
— when filling in the application form, applicants shall state that they do not fall under the abovementioned exclusion criteria. Before signing the contract, experts shall provide a declaration on their honour stating that they are not in one of the situations of exclusion listed above. In case of doubt, they may be requested to provide supporting evidence of non-exclusion,
— when filling in the application form, applicants shall declare their interests with regard to the tasks in order to reveal any potential conflicts of interest which may be relevant to the tasks under the health programmes.
Eligibility criteria:
The call is open to natural persons who have the citizenship of at least one of the following countries:
1) 28 Member States of the European Union: Belgium, Bulgaria, Czech Republic, Denmark, Germany, Estonia, Ireland, Greece, Spain, France, Croatia, Italy, Cyprus, Latvia, Lithuania, Luxembourg, Hungary, Malta, Netherlands, Austria, Poland, Portugal, Romania, Slovenia, Slovakia, Finland, Sweden, United Kingdom;
2) Member States of the European Economic Area (EEA): Iceland, Liechtenstein, Norway;
3) Candidate countries: the former Yugoslav Republic of Macedonia, Montenegro, Serbia, Turkey;
4) Switzerland;
5) Australia, Canada, New Zealand and United States of America.
The experts who are citizens of countries not participating in the second or third health programmes may be selected in particular for tasks related to projects which also cover areas other than the EU/EEA.
 11.Selection criteria:

a) Criteria relating to technical and professional capacity:
— Criteria:
• the applicants must hold a university degree,
• the applicants must have a minimum of 5 years' work experience in one or more areas of the second or third health programme priorities,
• the applicants must speak English at a (minimum) B2 level (listening, reading, spoken interaction, spoken production, writing).
— Supporting evidence: the obligatory fields of the online application form shall be filled in. The curriculum vitae (in Europass format) of the applicant must be uploaded to the form.
Awarding of the contract will be made following the assessment of the information provided by the applicants included in the list, based on the following criteria:
— the relevance of the general public health field of expertise of the applicant, with respect to the task to be performed,
— the relevance of the expertise of the applicant in the specific public health field of the task to be performed,
— the particular expertise of the applicant in a horizontal field (project management, dissemination and communication, evaluation),
— the principles of non-discrimination and equal treatment shall be respected.
 12.Conditions of remuneration and reimbursement of experts:

The list of experts resulting from this call will be used exclusively for contracts at a daily fee of 450 EUR (the awarding authority reserves the right to alter the daily fee within the duration of the call for expression of interest — except for the last 3 months — in a transparent way in case of duly justified cases or for duly justified reasons).
In addition, travel costs and subsistence allowances (if applicable) will be reimbursed according to the standard rules of the European Commission, as set out in the expert contract.
 13.'Ex post' transparency:

A list of experts (name and subject of the tasks executed) who have concluded a contract following the procedure set out at point 4 shall be published on the website of the contracting authority.
If an expert has concluded a contract of more than 15 000 EUR, the name, the locality (region of origin), amount, and subject of the contract shall be published on the website of the contracting authority no later than 30 June of the year following the contract award. The information shall be removed 2 years after the year of the contract award.
