Expressions of interest
Following the Prior Information Notice published in Supplement of the Official Journal of the European Union OJ/S S227 of November 22, 2013, the Republic of Serbia intends using the proceeds of the grant through Western Balkans Investment Framework from the European Investment Bank (the Bank) for financing the Consulting Services for Preparation of Studies on risk assessment and route determination in the dangerous goods transport on highways E75 and E80.
Contracting authority and the project implementing company is Koridori Srbije d.o.o. (KSDOO).
The overall objective of the Consultant’s services is to assess the risk and determine the route for dangerous goods transport and to prepare two Studies for both branches of highways E75 and E80, running from Nis to borders with Macedonia and Bulgaria, in order to achieve compliance with the restrictions and requirements of the ADR Agreement (European Agreement concerning the International Carriage of Dangerous Goods by Road ). The particular aim of the Studies is to increase the efficiency and traffic safety on the roads for all users and stakeholders, as well as to assess the risk for the road body, foreseen facilities and structures, and environment along respective sections, with the specific focus on tunnels. Particular emphasis will be given to identification of dangerous goods transport and possible endangered settlements and population in the area, identification of current practice (both legal and operative), and recommendation of dangerous goods route network resulting from the field analysis and risk evaluation.
The period for Consulting Services is expected to be 5 (five) months.
The KSDOO now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc). Consultants may associate to enhance their qualifications by forming joint ventures or consortia. In the case of joint venture or consortia, the lead partner should be identified along with other partners. Shortlist of consultants will comprise not more than 6 (six) companies, and the short-listing criteria are: (i) Company profile and general experience; (ii) Experience in similar Projects; and (iii) Regional experience in similar Projects.
A consultant will be selected in accordance with the EIB Guide to Procurement (http://www.eib.org/projects/publications/guide-to-procurement.htm), using World Bank standard bidding documents.
