The Dutch Ministry of Foreign Affairshas previously tendered the baseline, Third Party Monitoring & Data Quality Assessment and the Mid-Term Review for five countries. We were unable to award lot 1, the assignment for Uganda and South Sudan due to invalid tenders. Therefore we have decided to re-tender this part.
This assignment focuses on the baseline, monitoring and mid-term evaluation of the “Policy Framework for Strengthening Civil Society” for Uganda and South Sudan . Under this grant instrument, funding has been availed for civil society organisations until December 2025. The grant instrument is subdivided into 6 grant instruments all focusing on strengthening civil society and lobby & advocacy. 42 partnerships started their 5-year programmes in January 2021, in 65 countries. All partnerships active in the selected countries will be included in the evaluation.

The Contracting Authority wishes to retain the option of further expanding its services. This does not change the general nature and scope of the Assignment, the service provision will remain the same. This includes the possibility of extra third party monitoring & data quality assessments and/or executing an end evaluation. The decision as to whether this will be used depends on, among other things, the findings from the MTR and political factors. It is not clear at this moment when a decision will be made on this. This will be done in time, so that the Client and the Contractor can discuss the possible consequences for the Assignment. If the Contracting Authority decides to use this option, the Assignment will be extended with one or two years.
The estimated financial consequences per lot for the TPM & DQA are estimated to be:
- Lot 1a: € 250.000,- excluding VAT
- Lot 1b: € 125.000,- excluding VAT
