II.2.4)Description of the procurement:

The purpose of this notice is to launch a consultation on the market, in accordance with Article 40 of Directive 2014/24/EU, as transposed by Article 66 of Legislative Decree No 50/2016, implementing the programme SmartItaly, Joint Action of the Ministry of Economic Development, the Ministry of Universities and Research, the Department for the Digital Transformation of the Presidency of the Council of Ministers, to achieve the objectives set out in the Memorandum of Understanding for the implementation of an innovation policy based on public demand, finalised on 21.4.2020 and signed by the Minister for Economic Development, the Minister for Research and the University and the Minister for Technological Innovation and Digital.

In the light of the prospects for new mobility, taking into account the social distancing measures and the reorganisation of the movement, which are necessary for the resumption of production and social activities during a period of cohabitation with the SARS-COV-2 virus, the aim of the consultation is to inform operators of the need for innovation in the smart mobility sector which those authorities consider to be responding to the market; at the same time, it is intended to allow the purchasing body to obtain useful evaluation elements for the preparation of the contracts.

In particular, four innovation needs aimed at achieving:

Innovative solutions for decision support with predictive/adaptive functions for smart mobility;

— innovative solutions for improving the mobility of goods,

Innovative solutions for improving people’s mobility in low-user and/or distant areas from key households,

Innovative solutions to improve mobility in historic centres and villages.

At the end of this consultation process, unless industrialised solutions are found to exist on the market to fully meet the needs outlined above, the innovation procurement procedure will be carried out through the publication of one or more invitations to tender.

The choice of procedure will be made on the basis of what will emerge in relation to the degree of maturity of the existing solutions and the related need for a research and development path.

The total value of the purchases is currently determined at EUR 20 000 000 (20 milioni/00).

The market consultation will start with a public meeting within 30 days of this publication, which will take place via a digital platform, in accordance with the procedures to be published on the buyer’s profile and on the webpage.

Participation is open to all operators, be they companies, universities, research centres, third sector entities, natural persons, etc.
