List and brief description of selection criteria:

All the economic operators that intend to compete must produce, together with the remaining documentation provided for in this announcement, under penalty of exclusion from the tender, the valid UNI EN ISO 9001-2015 quality certification, issued by an Accredia accredited body or another body of mutual recognition to the participating company or to the manufacturing company represented by it. This certification must concern the sale of optical and/or electrical instruments or image analysis tools.

In the case of R.T.I. the aforementioned certification must be owned by the manufacturer of the product, or by the company that markets it. In the case of consortia, the technical-professional capacity requirements provided for participation in this contract must be held by the consortium itself, pursuant to Art. 47, Paragraph 1 of Legislative Decree No 50/2016.

For the purpose of demonstrating the aforementioned requirement, the competitor must send a scanned copy of the document digitally signed by the legal representative, or self-certification, signed by the same, prepared pursuant to and for the purposes of D.R.P. No 445/2000, with the modalities of the Art. 38, Paragraph 3, which certifies their possession.

In the case of expired ISO 9001: 2015 certification, the same must be presented, together with the renewal application dated before the expiry of this announcement; the admission will be subject to the presentation, within the deadline of the presentation of the offer, of the valid ISO 9001: 2015 certification or proof of the positive outcome of the audit.

(b) The tender was not divided into lots as it is necessary to ensure the homogeneity and uniformity of the supply to guarantee the satisfaction of logistic/operational requirements;

(c) subcontracting is allowed within the limits set by Art. 105 of Legislative Decree No 50/2016;

(f) This call for tenders has been sent for publication on G.U.U.E. to the Publications Office of the European Union on 12.8.2019;

(g) The stipulation of the contract will take place after the positive outcome of the formal control carried out by the competent offices of the Responsible Authority of the Internal Security Fund 2014-2020. In the event that the negative outcome of the aforementioned checks determines the total or partial cancellation of the loan assigned to the project, the administration will assess the need to exercise self-defense powers;

(h) The contract that will be stipulated with the contractor of the tender does not provide for the recourse to arbitration pursuant to Art. 209 of Legislative Decree No 50/2016 and excludes the possibility of transferring credits;

(l) The contract is subject to the condition precedent of the positive outcome of the approval by the competent Offices of the Responsible Authority and, if required, by the Audit Court pursuant to Art. 3, Paragraph 1, lett. g) of Law 14.1.1994 No 20;

(m) The Ministry of the Interior is delegated to pay the costs incurred by the implementing entity, through the Economic and Financial Office of the Administrative Technical Secretariat for the management of European Funds and National Operational Programs;
