II.2.4)Description of the procurement at the time of conclusion of the contract:

Task 1: Scoping report. The contractor is requested to:

— present an overview of good practices in rural areas from all EU Member States including selecting the two best examples (geographically well balanced) including at least 3 of the aspects mentioned below. Comparison with at least 2 examples in third countries might be a plus,

— look at concepts where shared and public transport is combined through digital solutions and how the lack of data compared with urban areas can be overcome,

— proposing a clear methodology for how to select 2 rural areas for the pilot phase in Task 2,

— provide a general overview of the current situation in the selected rural environments where the demonstration activities will take place in order to highlight why they will improve the situation. The contractor shall concisely present some of the main transport challenges the selected rural areas are currently facing and provide the relevant data,

— this shall be followed by an identification of the key stakeholders and user groups that will be involved in the project and an outline of the strategy that will encourage synergies between them. Identification phase,

— identify which services to be deployed. The system to be developed should be focusing on relevant factors for how to improve the mobility of people living in rural areas including travel patterns, service models and digital solutions and platforms. It would be targeted at innovative transport services combined with public transport in rural areas,

— identify and define the expected penetration rate of the proposed service, i.e. geographically and/or demographically,

— Identify applicable links to other modes of transport,

— take on-demand services into consideration,

— take shared mobility services into consideration,

— use real life data gathering.

Task 2: Demonstration phase (pilot study) A real world demonstration phase (pilot) at geographical locations following the conclusions in the scoping report. It is up to the contractor to decide how many different rural demonstration sites shall be implemented but at least 2 rural demonstration sites have to be selected in at least 2 EU-countries. The identified location could have an already existing service from which conclusions could be drawn, be adapted for the implementation of a service from scratch or be a mix of the 2. In any case the contractor need to describe in a more structured way the steps needed to realise the demonstrator. The task includes one implementation phase and one evaluation phase.

Task 3: Awareness raising activities. The third task concerns awareness raising about sustainable shared mobility interconnected with public transport in European rural areas. It involves relevant stakeholders in the discussion, an awareness raising campaign and a final conference.

The added budget will make possible reinforced activities within the existing contract. The goal is to adapt the project to ensure a more smooth coordination and interaction with the 4 pilot sites that will be selected following the call for tender No MOVE/B4/2018/567.

Moreover, the goal is to provide a deeper understanding of how policy should be developed for rural shared mobility, what solutions work best in what contexts, how various target groups will respond, what impacts it can have on economic, social and environmental challenges facing Europe, whether/how to interface it with the conventional public transport, and the appropriate roles for communities, government and the private sector. Additionally, the goal is to provide more information also in local languages, so to increase the impact of the project.

VII.2.1)Description of the modifications
Nature and extent of the modifications (with indication of possible earlier changes to the contract):

1.2 Task 2

Task 2 is extended by the following activities:

Under ‘Implementation phase’

— the technical assistance and support are extended to 4 pilot sites, with related extension of the number of on-field visits,

— beside working with the 4 above mentioned sites, support should be provided to 4 additional sites through guidance and training.

Under ‘Evaluation phase’,

— the scope of the evaluation framework will be extended to include the pilots and 5 good practice examples,

— the evaluation framework and analysis methodology should be adapted to accommodate multiple sites from different sources,

— the evaluation framework will be published on the project website at the end of January 2019,

— an additional report (‘Evaluation Report’) will be produced on the results of the evaluation activities,

— further coordination and management activities, including internal meetings are needed.

1.3 Task 3

Task 3 is extended with the following activities:

— reinforcement of the promotional/dissemination materials with translation of promotional materials (i.e. the Smarta leaflet (1st and 2nd version) and brochure, (1st and 2nd version)) into local languages. All promotional/dissemination materials will be in format that facilitates translation to other languages. All language versions will be in e-version, loaded to the Smarta web for download, and will be widely disseminated.

— the primary promotional materials (the Smarta leaflet 1st and 2nd version and brochure 1st and 2nd version) will be produced in French, German, Rumanian and Italian versions, in addition to English,

— the above materials in 5 versions will be produced in hard copy, minimum 1 000 copies for each versions and materials. The material will also be translated into the language of the 4 pilots selected with the new call for tender,

— Smarta will seek to engage national programs, associations and institutes to translate and disseminate the materials into additional languages, the incentive for them being to make the Smarta materials and results available to the local level in their country,

— organisation of and/or contribution to workshop and local events in languages different than English. These will be held in 4 locations, being the locations of the pilot sites selected through the new tender process and in their languages. The respective pilot site will lead the event organisation, as it will be significant for them in getting local stakeholder buy-in, and Smarta team will support ,and assist through the provision of content, speakers, etc.,

— presentation to the European Parliament at the end of the project to present the main findings and recommendations,

— final delivery will be assessed by:

(i) copies of all materials produced;

(ii) active web links to materials loaded to the internet; and

(iii) notice and record/proceedings of local events.

1.4 Timetable to observe:

Following this amendment, the adapted timetable of the project will be discussed in a dedicated meeting, to be held before 31.1.2019.
