Forest Crop Establishment Services 2019 – 2022
This procurement relates to the Forest Crop Establishment Services 2019 – 2022 Framework which will include all aspects of work required to deliver crops to free growing standard. Activities will include: manual, mechanical and maintenance operations. Supply of materials including fencing, fertilisers, herbicides, pesticide and plants for filling in, management of all on-site and associated establishment operations. Tender packages will be offered in various locations around Ireland depending on procurement requirements and will reflect establishment activities across Coillte Business Area Units. Suitably qualified suppliers are required to register their interest in the specific contracts for service. If for any reason it is not possible to award the contract to the designated successful tenderer emerging from this competitive process, or if having awarded the contract, the Contracting Authority considers that the successful tenderer has not met its obligations, it shall be without prejudice reserve the right to award the contract to the next available runner up.
Crop Establishment Cultivation Contract
This contract for service involves the mechanical or manual ground preparation of crop establishment sites in advance of the planting crops.
Contracts awarded under this framework will vary between 1 and 8 years. Contracts may extend beyond termination date of the framework.

Short Term Crop Establishment Contracts
This contract for service involves all activites required to plant and and carry out maintenance activites e.g. filling in, weevil spraying and cleaning which may be requerid in year 1 of the contract.
Freegrowing Crop Establishment Contracts
This contract for service involves all activities required to establish a crop and bring it to freegrowing e.g. cultivation, planting, maintenance activities including but not limited to filling in, weevil spraying and cleaning.
Multi Year Freegrowing Contracts
This contract for services involve all activities required to establish a crop and bring it to freegrowing. cultivation, planting, maintenance activities including but not limited to filling in, weevil spraying and cleaning The area awarded in 2018 will be tripled over the lifetime of the contract e.g. award 100 ha 2018 and the successful supplier will be entitled to a minimum of 80 % of the award in 2018 to a maximum of 300 ha for the duration of the contract.

2) The contracting authority will not be responsible for any costs, charges or expenses incurred by candidates or tenderers.
3) Contract awards will be subject to the approval of the competent authorities.
4) It will be a condition of award that the successful tenderers are and remain tax compliant.
5) At its absolute discretion, the contracting authority may elect to terminate this procurement process, or any contract awarded at any time.
6) Without prejudice to the principle of equal treatment, the contracting authority is not obliged to engage in a clarification process in respect of the procurement documents with missing or incomplete information. Therefore, respondents are advised to ensure that they return completed documentation in order to avoid the risk of elimination from the competition.
