De Opdrachtnemer zal in eerste instantie instaan voor het ontwerpen en bouwen van het gebouw, inclusief de voorbereidende werken en de gedeeltelijke heraanleg van het park. Dit omvat naast de groenaanleg eveneens de verharding en de buitenverlichting. Inbegrepen is het bekomen van de noodzakelijke vergunning(en). Ook de veiligheidscoördinatie en de EPB-verslaggeving zijn inbegrepen in de Opdracht.
In tweede instantie is de Opdrachtnemer verantwoordelijk voor het uitvoeren van de onderhoudswerkzaamheden gedurende een beschikbaarheidsperiode van 20 jaar conform de voorwaarden en outputspecificaties opgenomen in het Bestek. De duurtijd van de Beschikbaarheidsperiode kan nog worden gewijzigd n.a.v. de onderhandelingen.
Tot slot krijgt de Opdrachtnemer de verplichting om een tweetal sites, die vrijkomen na de verhuis van de diensten naar het nieuwe gebouw, privaat te ontwikkelen. Het gaat dan met name om de sites van het huidige gemeentehuis en de bibliotheek. Voor het bekomen van de eigendomsrechten op de projectgronden van het Private Projectgedeelte betaalt de Opdrachtnemer aan de Opdrachtgever een vergoeding. De modaliteiten hieromtrent worden vastgelegd in het Bestek en zijn bijlagen.
