Table of correspondence between TED-XML standard forms and eForms (03/08/2023)

This file aims to help users of the current eNotices application (which manages the TED standard forms, as defined by Commission Implementing Regulation (EU) 2015/1986), to find the equivalent forms in the new eNotices2 application (which manages eForms, as defined by Commission Implementing Regulation (EU) 2019/1780).

The table might also be helpful to users of other eProcurement platforms with the transition from TED-XML forms to eForms.

TED XML to eForms Converter 0.6.0 Release (17/04/2023)

A new release of the TED XML to eForms Converter (TEDXDC) has been published on github at https://github.com/OP-TED/ted-xml-data-converter. This release of the tool can partially convert all the main forms for the R2.0.9 schema: Prior Information Notices, Contract Notices and Contract Award Notices.

 

Save the date for the Workshop for reusers of TED data, 14 June 2023 (27/03/2023)

Following up on the workshop already organised on 27 September 2022, the Publications Office is preparing a second Workshop for reusers of TED data. This time the focus will be on the following topics:

  • The upcoming new TED portal – what changes for reusers
  • Updates on eForms
  • Reuse via the newly developed TED semantic web service
  • Information on the Public Procurement Data Space.

The workshop will take place online on Wednesday 14 June 2023.

Patches released for eForms SDK 1.3, 1.4, 1.5 (14/03/2023)

Together with eForms SDK 1.6.0, we released today patches for all other active versions of the SDK. Specifically we released SDK 1.3.3SDK 1.4.2, and SDK 1.5.2.

The patched versions include updated translations of text labels as well as updated notice visualisation templates. All other parts of the patched versions of the SDK remain unchanged.

From now on, together with new versions of the SDK, we will continue releasing patches to previous active versions so that any applications that still use them can benefit from updated translations and view templates.

SDK versions 1.0, 1.1, and 1.2, which were issued before the going live of eForms on 14 November 2022, will be discontinued from production use from 14 April 2023. Access to these versions will remain in the preview environment beyond that date for any eSenders that still develop applications with versions prior to SDK 1.3. The oldest active version for production use will be SDK 1.3.

TED eSenders annual seminar (12-13 December 2022)

TED XML to eForms Converter 0.5.0 Release (19/09/2022)

A new release of the TED XML to eForms Converter (TEDXDC) has been published on GitHub at https://github.com/OP-TED/ted-xml-data-converter.

This release of the tool can convert TED Contract Notices and Contract Award Notices. It also caters for the multilingual versions of text elements, and options have been added to control the reporting of messages to the user.

TED XML to eForms Converter 0.4.0 Release (02/08/2022)

A new release of the TED XML to eForms Converter (TEDXDC) has been published on github at https://github.com/OP-TED/ted-xml-data-converter.

This release of the tool can convert Contract Award Notices using TED form F03, as well as all TED Contract Notice forms.

 

New version of eForms Software Development Kit (19/07/2022)

We have released version 0.7.0 of the eForms Software Development Kit on GitHub.

This release contains a new file format for the notice type ‘definitions’, along with various updates and improvements. It also includes new Schematron rules, together with updated field metadata and notice examples.

TED XML to eForms Converter (23/05/2022)

The TED XML to eForms Converter (TEDXDC) is being developed to assist organisations publishing procurement notices in their migration to eForms. The tool converts a notice published in the TED schemas to a draft form of the same notice in eForms.

The latest release has been published on github. This release of the tool can convert Contract Notices published using the R.2.0.9 TED XML schema.

 

Updated samples of eForms notice visualisations (11/05/2022)

This HTML file provides sample data to make it easier to see the TED Viewer structure, understand how the elements fit together and allows to switch between different notice types.

The biggest structural change compared to samples from July 2021 is the decision to group almost all the organisation information in one section.

The current version is not yet final but it is quite close to what TED Viewer will produce.

 

New version of eForms Software Development Kit (10/05/2022)

We have released version 0.6.0 of the eForms Software Development Kit on GitHub.

This release provides structured information on the visualisation of eForms notices, along with various updates and improvements. This release also includes new rules in the schematron files, and updated codelists and notice examples.

Initial mapping of current TED-XML schema to eForms (13/04/2022)

To support the transition between the two data formats, the Publications Office is mapping the fields of the current TED-XML schema to the eForms schema.

This mapping in Excel builds on last year's mapping of business terms by the European Commission and completes it with the technical mapping of TED-XML to the fields of the eForms schema at Xpath level.

Not all standard forms (SF) are included and there is not an exact business correspondence between each SF and each eForm notice.

This Excel file is provided "as is" and may serve as a guide. It will not be further updated but any feedback is welcome via ted@publications.europa.eu

At a later stage, the Publications Office will share the XSLT files with the actual implementation of these mappings, which will be progressively enriched and that will be used by a converter service.

The conversion of TED-XML will always result in an invalid eForms XML because, for example, not all fields exist, or text fields cannot be turned into codelist values. But it should allow users and systems to carry over as much as possible of existing notices into the new format, for example, when continuing a procedure that overlaps the switch between the two schemas.

 

Save the date: eForms technical Workshop May 2022

The Publications Office is organising an eForms technical workshop in order to exchange information with eSenders and their developers on the status of the implementation of eForms.

The workshop will take place online on the two mornings of 11 & 12 May 2022 and concerns exclusively eForms (the new generation of electronic standard forms) and their technical implementation; it is not meant to replace the annual eSenders seminar.

New version of eForms Software Development Kit (21/01/2022)

We have released version 0.5.0 of the eForms Software Development Kit on GitHub.

This release provides the codelists used in eForms, and structured information on the various notices types defined in the eForms regulation. The information provided on the fields has been improved, and now also indicates the location of each field in the structure of XML notices. This release also includes minor corrections in the eForms schema XSDs, along with new rules in the schematron files, and updated example notices.

2021 eSenders Seminar

The annual TED eSenders Seminar will take place online over three half-days from 8 to 10 November 2021. This year’s seminar will focus primarily on the implementation of the new generation of electronic standard forms (eForms) that will become available in November 2022.

eForms business terms with data type ‘Code’ correspondence to EU Vocabularies (07/05/2021)

eForms Software Development Kit (08/03/2021)

As part of the ongoing development of eForms, we have released the first version of the eForms Software Development Kit on GitHub. This replaces previous releases of the interim eForms schema.

The eForms SDK bundles several different components of eForms together and aims to provide implementers with a more complete set of resources for developing eForms applications. This first release does not introduce any changes to the eForms XSDs, which remain identical to the ones distributed through SIMAP on 13/11/2020. It provides however several additional resources:

  • A set of example notices in XML.
  • Sample validation reports.
  • An interim set of Schematron validation rules used to enforce the business and structural rules arising from the eForms and related regulations.
  • Extensive documentation on the schemas and their usage for eForms.
  • The current version of the eForms schema based on UBL 2.3.

There are a number of advantages of using GitHub to host the SDK.

  • Automatic notification of new releases
  • Easy comparison of changes between releases
  • Implementers of eForms can use version dependency to align their development

We will continue to refine the eForms SDK and regularly publish releases on GitHub.

eForms schemas provisional release (13/11/2020)

With this schema provisional release, we are close to a finalised version.

This version covers all form types:

  • The 40 Regulation Annex Forms (1 to 40),
  • The extended forms (E1 to E5),
  • The other forms (CEI, X01, X02, T01, T02).

A release note identifies the new elements, most of which are related to extended eForms (forms E1 to E5).

Because of the difference in models, some differences exist between the Regulation Annex and the Schemas (based on the UBL standard); these differences are listed in the following document.

 

eForms schemas provisional release v. 1.1 (14/09/2020)

This is a provisional release of the schemas covering as well the following forms:

  • Call for expressions of interest (to be used by EU institutions, bodies and agencies only) (CEI), Information notice about European Company (EC 2157/2001) or European Cooperative Society (EC 1435/2003) (X01), Information notice about European Economic Interest Grouping (EEC 2137/85) (X02)
  • Forms related to the Regulation 1370/2007 – Public passenger transport by rail and by road (T01T02)

eForms documentation provisional release (13/03/2020)

This document refers to the provisional version of the eForms schemas published on 20/12/2019.

The schemas and the documentation can still be subject to changes. They should therefore be considered as provisional.

 

eForms schemas provisional release (20/12/2019)

This is a provisional release of the schemas. It is currently based on an interim version of Pre-Award UBL 2.3 document types and is therefore not yet ready for use; it may still be subject to changes.

The approach adopted is the following: we keep the whole UBL set of elements but only support the use of a subset.

Advantages:

  • Rules are outside the schema,
  • Adding extra fields for which a UBL element already exists will not require the definition of a new schema,
  • Increasing reusability of elements while reducing interdependencies to the minimum. Together with the import and include mechanisms, this simplifies the integration process of any new component release,
  • For elements, which are mandatory in eForms but designed as optional in UBL, dedicated rules are defined. The rules-based approach reduces the impact of a change (e.g.: a regulatory change on the mandatory aspect will only lead to a rule update).
