Ukraine Urban Public Transport Project

Supply and related services

Ukraine and the European Investment Bank (EIB) entered into a financing contract, in force since 11.5.2017, for financing the Ukraine Urban Public Transport Project. The proceeds of the loans are intended to be used for the modernization of the Public transport rolling stock and, where relevant, related infrastructures in selected Ukrainian cities.

Municipal Enterprise “Kyivpastrans”, city of Kyiv, Ukraine intends to launch a tender for the supply of new equipment for the Kiev Funicular: cable railway system, associated goods and related services up to a total amount of 6 500 000 GBP. VAT and other duties, fees to be paid in Ukraine, including custom duties if relevant are excluded. The list of equipment includes:

— Supply, delivery and commissioning of the following four elements of the Kiev funicular system.

Basic requirements for the Kiev Funicular:

— cable railway,

— one railway track with passing siding in the middle of the line,

— head driving gear at the upper station,

— number of cabins — 2 cabins,

— number of sections for each cabin — 4 sections,

— access sections should be adapted for people with impaired mobility (wheel chair, baby stroller, bicycles) in compliance with UN ECE R 107-03 and have one row of adjustable seats,

— maximum passenger capacity of the cable railway carriage system should be not less than 100 passengers,

— seating places – 25-30,

— maximum speed should be not higher than 3 m/s,

— gross cable railway carriage weight unloaded should be not more than 10 000 kg,

— gross cable railway carriage weight loaded (8 passengers for 1 square metre, with a passenger weight of 80 kg) should be not more than 20500 kg;

— equipped with audio information system for passengers inside and outside the cabins as well as with video surveillance,

— assembling of cable railway carriages and related equipment,

— start-up and commissioning work,

— supply, delivery and commissioning of a set of mandatory spare parts and consumables,

— supply, delivery of a set of workshop tools and equipment for maintenance and repair,

— supply, delivery of technical documentation (design, operational and maintenance manuals),

— supply of related services (training and warranty activities).

Contracts to be financed with the proceeds of loans from the EIB will be subject to the EIB Procurement Policies and Rules and will be open to firms from any country. The proceeds of the EIB loans will not be used for the purpose of any payment to persons or entities, of for any import of goods, if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations or under a law or official regulation of the Purchaser's country.
