Regulation (EU) 2018/1475 establishing the European Solidarity Corps entered into force on 5.10.2018 and created a new, coherent framework for solidarity activities. The European Solidarity Corps provides young people with easily accessible opportunities to engage in high quality solidarity activities with a strong European dimension as a means to contribute to strengthening cohesion, solidarity, social cohesion and democracy in participating countries. The following types of activities are envisaged under the European Solidarity Corps: solidarity activities (volunteering, traineeships and jobs), volunteering teams, solidarity projects and networking activities. As an integral part of the European Solidarity Corps initiative set out for participants by the Regulation, the European Commission is proposing the set of quality and support measures including the general online training.

II.2.4)Description of the procurement:
The general objective of this framework contract is to set up general online training as an integral part of a learning process in the European Solidarity Corps in the context of the quality and support measures. The provided services should encourage the registered Candidates to participate in the corps and to eventually prepare them before their participation in the activities.
The specific objectives of this call are twofold:
— to provide services for development and customisation of e-learning courses for the general online training and ancillary services, responding to the training needs of all registered European Solidarity Corps Candidates, independently from their participation in a European Solidarity Corps activity and to the training needs of registered European Solidarity Corps Participants who will participate in an European Solidarity Corps activity, to complement the training and evaluation cycle offer,
— to provide cloud application services (software-as-a-service, hereinafter referred to as “SaaS") of an e-learning management system for the delivery of the general online training courses and provision of ancillary online services via a dedicated web platform accessible to registered Candidates of the European Solidarity Corps Portal, in a way that the training courses are accessible anytime, anywhere and from any device and therefore allow an individualized learning schedule. The SaaS must support the integration with the European Solidarity Corps Portal and App.
