This project aims at a comprehensive methodology to measure local autonomy. It builds on a project that already analysed 39 European countries and reported changes between 1990 and 2014. The new timeframe is from 1990 to 2020, and it is supposed to cover all EU Member States as well as those of the Council of Europe (CoE) and of the OECD (in particular those not covered already by the 2014/2015 study). The main aim is to show changes in decentralisation over time and across countries. It will also establish a link to Cohesion Policy Objective 5, a Europe closer to the Citizen.
