The contractor is requested to carry out a comprehensive review of the Member States' emission inventories, as complemented by the informative inventory reports, submitted under the Directive 2001/81/EC of the European Parliament and of the Council of 23.10.2001 on national emission ceilings for certain atmospheric pollutants (NEC Directive) on the basis of review guidelines to be established by the contractor. The comprehensive inventory review should contribute to ensuring accurate, reliable and verified emission inventories, notably for the years 2005 and 2015. The contract should also contribute to enhancing the capacity of Member States in improving their national emission inventory reporting in preparation for the next reporting cycles. The review process should take into account the emission inventory guidelines established under the Convention on Long-range and Transboundary Air Pollution (CLRTAP) and under the EU Greenhouse gas inventories review.
