Framework Agreement for the Procurement of Furniture, Carpets and Lighting for Use in Areas for the Royal Ministry of Foreign Affairs
The Ministry of Foreign Affairs would like to enter into a framework agreement with a supplier for the procurement of furniture, carpets and lighting and any other objects that are necessary for a representation area to be appropriately equipped, with the aim of covering the contracting authority's need for cost and environmentally efficient procurements in the contract period. The furniture shall mainly be used in foreign embassies, but the ministry would also like an option for the procurement of furniture for their premises in Norway when needed.
The contract will be for 1 year with an option for a further extension once or several times in the coming 3 years.
The contract includes an option for supplementary procurements for up to 5 years calculated from the date the contract expires including any options. The same contract terms and provisions in this contract are to apply for supplementary procurements.
Underlying and associated departments shall have an option to join the contract at any time during the contract or option period on the same terms as for the Ministry of Foreign Affairs.
If an option for an extension is taken up, entities that have joined the contract can choose to withdraw from the contract.
Apartado III: Información de carácter jurídico, económico, financiero y técnico
Requirements: tenderers must be a legally established company.
• Norwegian companies: company registration certificate;
• Foreign companies: proof that the company is registered in a trade or business register as prescribed by the law of the country in which the service provider is established.
Requirement: paid taxes and duties.
• A certificate, not older than 6 months, which verifies that the tenderer has fulfilled the obligations of payment of taxes, social security contributions and VAT. The certificate can be ordered and obtained from Altinn by using a separate link on skatteetaten.no
• Foreign tenderers must submit certificates from authorities equivalent to the Norwegian authorities.
Requirement: tenderers must have sufficient economic and financial capacity to carry out the delivery, in which, amongst other things, being creditworthy without any requirement for collateral will be adequate
Documentation: a credit rating with key figures from a certified credit rating company or other documentation to demonstrate that the requirement has been met.
Requirement: tenderers must have sufficient ability and experience to carry out the delivery.
Documentation: a description of the tenderer's three most relevant assignments in the last 3 years, together with information on the contracts' value, date of delivery or execution and the name of the recipient. Tenderers are responsible for ensuring that the description is of such a nature that it documents fulfilment of the requirement.
Requirement: tenderers must have sufficient capacity to carry out the delivery within the specified limitations and deadlines.
Documentation: a description of the tenderer's average workforce and the number of employees in the management in the last 3 years.
Requirement: environmental management measures. To ensure compliance with environmental requirements contained in the contract, the tenderer is required to have procedures for quality assurance of the goods and services included.
Documentation: an account of the existing procedures documenting that the requirement concerning the environment management system has been covered. If this is described in the organisation's quality or environmental management system in accordance with ISO 9001 and ISO 14001 or other third-party verified systems, it is sufficient to submit a copy of the current certificate.
The contract basis in this case is DIFI's general terms for the purchase of goods with adaptations and annexes.
