20/01204 — Contract for Annual Lease of a Combined Ring Net/Trawler Vessel for Quantity Estimation of Blue whiting West of Ireland in the Period 2021-2024
Havforskningsinstituttet (the Contracting Authority) wants to hire a combined ring net/trawler vessel for quantity estimation of whiting west of Ireland in the period 2021-2024. The contract has a duration of 4 years and applies from and including 1 January 2021 to and including 31 December 2024.
From west of Ireland to the Faroe Islands.
Havforskningsinstituttet will implement measurement of the whiting condition for 18 days within the period 10th march to 10th April. The mission starts and ends in Bergen.
The mission will be implemented as a trawler acoustic survey with fixed set trace course in the spawning grounds for whiting from west of Ireland to the Faroe Islands. The mission will be carried out in cooperation with EU (vessels from Ireland, the Netherlands and Spain) and the Faroe Islands. There will be trawling for registration of sampling of whiting (in the size order of 20-30 shorter trawler hauls in concentrations of whiting). In addition, a hydrographic station with CTD and WPII landing nets will be carried out at regular intervals in the survey area (approximately every 60 nautical miles).
The starting and finishing harbour for missions is Bergen.

The complaints and enforcement system in Norway is based on private initiative, typically from a supplier that was not awarded the contract. If the tenderer wants a binding decision, the case must be brought before a court of law. The judicial review is supplemented by a separate Appeals Board for Public Procurement (KOFA). KOFA has the authority to impose a violation fee for illegal direct procurements and to provide advisory opinions on other violations of the procurement regulations.
