The NPRA manuals are presented today as PDF documents. The main purpose of the ongoing project is to put in place a digital NPRA manual system that streamlines the production and revision of NPRA manuals, improves usability, better interconnects subject matter, requirements and guidance and ensures a uniform and holistic content that facilitates digitization.

In this hearing we are looking for software that can meet the needs in connection with our project to digitize the NPRA manuals of the Norwegian Public Roads Administration. We look for standard software with solutions that can be adapted with the Norwegian Public Roads Administrations profile.

We have described below which main areas and basic functionality that needs to be fulfilled. We want to know how your software covers these in the current version, and which planned product development can help to meet an even greater part of our needs.

II.2.4)Description of the procurement:

The main purpose of the ongoing project is to put in place a digital NPRA manual system that streamlines the production and revision of NPRA manuals, increases user-friendliness, better interconnects subject matter, requirements and guidance and ensures a uniform and comprehensive content that facilitates digitization.

The NPRA manuals are presented today as PDF documents. We have found that it is demanding for users to keep track of the amount of documents and content and to find relevant content effectively.

We see that to meet our needs and requirements regarding digitization of the NPRA manuals, we need functionality in 3 main areas:

1) Editor solution aimed at meeting the need for authors and administrators of the manuals of the Norwegian Public Roads Administration to post structured text and edit and comment on it;

2) Hearing solution aimed at receiving feedback on proposals for changes in requirements and manuals from both internal and external stakeholders;

3) Viewing solution with the establishment of a new digital way of presenting the contents of the NPRA manuals, which will make it easier and more efficient for the users to orient themselves in the amount of requirements and knowledge that the NPRA manual series today conveys. Here, the large number of users and they represent a wide range of organizations and people with an interest in road construction and related areas, such as county municipalities, municipalities, contractors, etc.

Structured content with identifiable elements is a basic prerequisite for functionality in all major areas.
