Structural Assessment Tool at Traffic Speed (SATTS)
Highways England is responsible for maintenance of the strategic road network across England.
We require the provision of a specialist survey vehicle to carry out road structural condition surveys at traffic speed; provision and completion of acceptance testing of the vehicle; provision of training, support and maintenance of the measurement system over a period of up to 5 years.
Highways England commission annual structural condition surveys of the strategic road network using the TRASS (Traffic Speed Structural Surveys) contract. These surveys have enabled Highways England to reduce the need for slow speed structural assessment.
Highways England is to procure a next generation Structural Assessment Tool at Traffic Speed (SATTS) device to assist in the research and development of traffic speed structural surveys, to ultimately remove the requirement for slow speed surveys of structural condition. The supplier will be required:
— to provide a device that measures the full deflection response of a pavement to a rolling load at traffic speed,
— to undertake and satisfy acceptance testing requirements for the device,
— provide training, support, annual maintenance and servicing of the measurement system of the device for up to 5 years.

How to Express Interest in this Tender:

2) Click the “ITTs Open To All Suppliers” link. Click on the relevant ITT to access the content. Click the “Express Interest” button at the top of the page. This will move the ITT into your “My ITTs” page (This is a secure area reserved for your projects only). You can now access any attachments by clicking “Buyer Attachments” in the “ITT Details” box;
3) Click “My Response” under “ITT Details”, you can choose to “Create Response” or to “Decline to Respond” (please give a reason if declining). You can now use the “Messages” function to communicate with HE and seek any clarification. Follow the onscreen instructions to complete the ITT. There may be a mixture of online & offline actions for you to perform. You must then submit your reply using the “Submit Response” button at the top of the page. Expressions of interest must be submitted from the Contractor’s registered office address. Each member of a Joint Venture (JV) must submit a letter from their own registered office confirming all company names in the proposed JV.
As a supplier/organisation looking to bid for public sector contracts you should be aware tender documentation for contracts over 10 000 GBP will be published on a single website and made available to the public. You should also be aware that if your bid is successful, the resulting contract will be published. In some circumstances, limited redactions will be made to tender documentation and/or contracts before they are published in order to comply with existing law, to protect commercial interests, and for the protection of national security.
HE reserves the right not to accept the highest scoring, or any, tender. Bidders should note that tenders are submitted at the supplier's own cost and risk. HE may cancel the competition or part of it for any reason, and bidders' costs will not be reimbursed. HE expressly reserves the right
(i) not to award any contract as a result of this tendering exercise commenced by publication of this notice and
(ii) to make whatever changes it may see fit to the content and structure of the tendering competition and in no circumstances will HE be liable for any costs incurred by candidates.

Highways England will incorporate a minimum 10 calendar day standstill period at the point information on award of the contract is communicated to tenderers.
Appeals must be lodged in accordance with the Public Contracts Regulations 2015 (SI 2015 No. 102) as amended.
