When the tender is submitted, the suitability criteria and required supporting evidence listed below must be confirmed, appended, and substantiated in full without any reservations or modifications; otherwise the bid will not be considered.
E1 Extracts from the debt collection register and excerpts from the commercial register
Extracts from the debt collection register and excerpts from the commercial register or the equivalent recognised documentation from other countries which provide evidence that the bidder does not have any tax debts and has paid the full amount for social security contributions (not older than 3 months – the effective entry date is decisive).

(a) Compliance with procedural principles
The bidder confirms that it and the third parties it has called on (subcontractors and subsuppliers) will comply with the procedural principles in accordance with the self-declaration sheet (Enclosure 1.1.1) of the Swiss federal government’s purchasing conference (BKB).
(b) Additional evidence of compliance with the regulations on equal pay for men and women.
Bidders with more than 50 employees and their first-level subcontractors who have more than 50 employees must also provide evidence in addition to the self-declaration sheet on how their salary practice has been reviewed and how the tolerance threshold of 5 % applied in purchasing functions is adhered to.
E3 Complete Supplier self-declaration
E4 Audit
The bidder is willing, if requested by the contracting authority, for itself and its partner firms in the production chain as shown in the suppler self-declaration, to be audited by an independent audit institution appointed by the contracting authority. The audit is intended to ensure compliance in particular with the ILO fundamental principles as well as work and occupational safety conditions as stated in the supplier self-declaration. The bidder further confirms and acknowledges that failure to comply with one or more of the ILO fundamental principles or one or more of the work and occupational safety conditions will result in the offer being excluded from the tender.
E5 Compliance with the production chain
Confirmation from the bidder that for each offered lot it will produce the articles requested as stipulated in the specification using the respective production chain stated in the supplier self-declaration (Enclosure 1.1).
E6 Environmental protection
Compliance with the national legislation for all areas of environmental protection (air, water, etc.) in all of the process steps taken by the bidder and the main subsuppliers in accordance with Section 1.3 of the supplier self-declaration (Enclosure 1.1).
E7 Compliance with laws regarding the payment of minimum wages
The bidder confirms that it and its main subsuppliers shall comply with the laws regarding the payment of minimum wages applicable in the country in which their production facilities are located in accordance with Section 1.3 of the supplier self-declaration (Enclosure 1.1).
E8 Overall responsibility
The bidder confirms that it will assume overall responsibility, i.e. in particular that the bidder is the sole contractual partner of the contracting authority. Any parties involved must be listed together with their assigned roles and functions in Enclosure 1.1.
E9 SPOC during the tender procedure
Evidence of a single point of contact (SPOC) during the tender procedure.
E10 SPOC after the contract has been awarded
Evidence of a single point of contact (SPOC) for all business processes, such as orders, payments and services. If necessary, an expert discussion can take place in German at the client’s premises (location Switzerland) within 5 working days. This applies both for issued orders (order meeting), complaints and rejections, as well as for the manufacture of prototypes.
E11 Acceptance of draft framework conditions
The bidder confirms unconditional acceptance of the draft framework conditions in accordance with enclosure 5.0 for each offered lot.
E12 Acceptance of the terms and conditions
Confirmation that the bidder accepts the General Terms and Conditions of the Swiss Federal Government for Goods (version of September 2016), which can be called up at: http://www.ar.admin.ch/internet/armasuisse/de/home/themen/beschaffung/lieferant/agb.html
E13 Compliance with the technical specifications
Confirmation by the bidder that it has the capabilities to deliver the articles requested and offered in accordance with the technical specifications to this tender.
E14 Provision of samples with the bid
The bidder confirms that it will provide the range of samples requested at the same time as the bid in accordance with Section 2.6 of the specification in order for the quality to be checked.
E15 Delivery of blank cuts unsown
The bidder confirms that it will also supply the individual blank cuts unsown in 1-fold design together with the provision of samples of the articles, (according to specifications, Section 2.6).
E16 Manufacture of offer sample
Confirmation that the offer samples were manufactured for this tender for each lot offered in the respective declared production plant according to the respective supplier self-declaration (Enclosure 1.1).
E17 References for lot 1 (Supporting Systems)
Confirmation by the bidder that the manufacturer who is declared in the supplier declaration is a specialist in the manufacture and development of supporting systems. They must give at least 3 references (max. 1 reference from armasuisse) of comparable articles and of a comparable customer base (military, police, authorities or comparable, professional users) which they have supplied since 2014 in the manufacture and delivery of supporting systems such as weapon belts, chest rigs, plate supports or similar (order volume at least 3,000 items/order).
E18 References for lot 2 (Small Bags)
Confirmation by the bidder that the manufacturer who is declared in the supplier declaration is a specialist in the manufacture and development of small bags. They must give at least 3 references (max. 1 reference from armasuisse) of comparable articles and of a comparable customer base (military, police, authorities or comparable, professional users) which they have supplied since 2014 in the manufacture and delivery of small bags for attachment to MOLLE systems (order volume at least 5 000 items/order).
E19 References for lot 3 (Rucksacks and Large Bags)
Confirmation by the bidder that the manufacturer who is declared in the supplier declaration is a specialist in the manufacture and development of rucksacks. They must give at least 3 references (max. 1 reference from armasuisse) of comparable articles and of a comparable customer base (military, police, authorities or comparable, professional users) which they have supplied since 2014 in the manufacture and delivery of rucksacks and large bags (order volume at least 2 000 items/order).
E20 Delivery deadlines for lot 1 (Supporting Systems)
The bidder confirms that, with the offered supply chain, it has the readiness and capacity to produce the offered quantity lots in accordance with the price sheet ‘Supporting Systems’ within a maximum of 50 weeks from the order and to deliver them from the production location to the receiving location in Switzerland. The bidder confirms that it has the capacity to perform the offer submitted to the full extent, even if it would receive, in addition, other orders in the article groups ‘Rucksacks and Large Bags’ as well as ‘Small Bags’. In other words, the bidder must be able to complete all orders. Should the bidder not comply, the client reserves the right to revoke the issue of the contracts (Art. 11 PPA) and a contractual penalty will be enforced.

The bidder confirms that no participants in the offered supply chain will involve any further subcontractors in production for each offered lot. Neither the fabric provided, nor any other components may be supplied, stored or further processed for production purposes to or by other companies who have not been declared in the respective supplier self-declaration for each offered lot.
