Short description
This VEAT is for an AzLM Monitoring Solution System.
This system helps analyse, process and report large amounts of data that are normally underutilised by rail operators and maintainers. The implementation of advanced data analytics allows maintainers and operators to go beyond traditional remote condition monitoring. Rail maintainers and operators would be able to program their expert knowledge into health assessment, diagnosis and prognostic models using these units, for which the supplier hold Intellectual Property as the original equipment manufacturer.

Description of the procurement
Network Rail currently access AzLM Data by sending teams trackside to collect and download data every 28 days. Procurement is to incorporate an automatic system which will download and analyse data instantly without the need for operatives to work trackside.
The automatic system will be sent at any time during the month and there would be remote access from mobile devices and laptops to provide near time support to the front-line staff. There would also be immediate access and download capability for Level 2 control and the full cloud support to collect all the data.
Key requirements of the system are as follows:
• provision of ACE (Axle Counter Evaluator) logs in ‘real-time’ (in practice this could be 30-secs to 1 min)
• provision of historic ACE data for a period of 6 months
• filter and search function on the data
• pattern driven analysis of logs to provide only relevant data (automatic filter of non-relevant messages such as 'ok DA' in sidings etc)
• graphical representation of the current system state (and historic states via a graphical playback facility, similar to Solid State Interlocking)
• web-based access to facilitate connection to ACE (which can be accessed from a secure web-based portal)
• multiple connections allowed simultaneously to allow multiple people to support fault diagnosis
• remote GDI (Graphical Display Interface) access
• iDevice compatibility (for trackside access by signalling technicians).

Section IV: Procedure

IV.1.
Description
IV.1.1.
Type of procedure
Award of a contract without prior publication of a call for competition in the Official Journal of the European Union in the cases listed below
  • The procurement falls outside the scope of application of the directive
Explanation:
This procurement falls under the use of the negotiated procedure without prior call for competition.
50.—(1) Utilities may use the negotiated procedure without prior call for competition in the following case:
(c) where the works, supplies or services can be supplied only by a particular economic operator for any of the following reasons:
(iii) the protection of exclusive rights, including intellectual property rights, but only in the case of paragraphs (ii) and (iii), where no reasonable alternative or substitute exists and the absence of competition is not the result of an artificial narrowing down of the parameters of the procurement.
Thales is the original equipment manufacturer for the AzLM assets and can therefore ensure that remote diagnostics solution that interfaces directly with this system will remain supported throughout all future AzLM hardware and Software versions. No other supplier or product known to be able to do this, and Thales has not release licences to third parties.
In addition to this, the TIRIS system has the following features which mean that Thales, holding the Intellectual Property is able to provide the system:
1) The integration and system collaboration with GDI (a Thales diagnostic tool) — access to interface uses software that Thales own the IP for. Thales have modified this software to allow remote access via TIRIS;
2) Drift warning algorithm – an algorithm that filters defect messages and has been created using Thales’ knowledge of AzLM;
3) The AzLM polling agent;
(a) allows Thales to create a linear timeline of events rather than just a snapshot in time;
(b) this tool was created using an interface document owned by Thales and not in the public domain.
4) The Axle counter service in Azure – Created using expert knowledge and interpretation of the AzLM log files;
5) Reading the config file from AzLM and interpreting it into a meaningful schematic – receipt of the config file can only be done by sending specific commands to AzLM. These commands are not in the public domain.
IV.1.3.
Information about framework agreement
The procurement involves the establishment of a framework agreement
IV.1.8.
Information about the Government Procurement Agreement (GPA)
The procurement is covered by the Government Procurement Agreement: no
