Call for expressions of interest

 2.Application procedure:

Interested organisations are invited to submit an application in accordance with the rules laid down in this notice. The JRC Sevilla will compile a list of candidates who meet the criteria listed in point 9, on the basis of objective and non-discriminatory criteria. Candidates will be informed in writing of the result of their application.
Candidates may apply at any time prior to the last 3 months of the list's validity period (4 years from the date of dispatch of this notice to the Publications Office of the European Union).
Applications must be sent:
(a) either by post or courier service to the following address:
European Commission, JRC/IPTS, Gestión de Recursos — Sevilla, a la atención de D. Carlos Arribas-Negro, Ed. Expo, c/ Inca Garcilaso, 3, 41092 Sevilla (Sevilla), SPAIN;
(b) or delivered by hand to said address. In this case, proof of delivery will be in the form of a receipt signed and dated by an official from the department of the Commission's JRC/IPTS receiving the documents.
 3.General description of the procedure:

The JRC Sevilla intends to draw up a list of non-profit-making organisations that are interested in receiving (free of charge, except for collection and transport costs) computer goods declassified by the European Commission, in order to carry out or support projects that must be of a social, humanitarian or charitable nature.
 4.Protection of personal data:

If the processing of your application involves the registration and processing of personal data (e.g. name, address, CV), said data will be processed in accordance with Regulation (EC) No 45/2001 of the European Parliament and of the Council of 18.12.2000 on the protection of individuals with regard to the processing of personal data by the Community institutions and bodies and on the free movement of such data. Personal data requested to assess your application will be processed by the European Commission only and solely for the aforementioned purposes.  5.Use of the list compiled as a result of this notice:

The list will be used solely for the following type of public contracts: contracts relating to the donation of reusable items to non-profit-making organisations. Inclusion in the list does not impose any obligation on the Commission to award a contract.
Selected candidates will be ranked according to the chronological order in which their applications were received. Should several applications be received on the same day, these candidates will be ranked in a random order.
The list will be established once an application has been selected, and will remain open for 33 months after the date of dispatch of this notice in order to include subsequently selected candidates.
The contracting authority will be the first to donate equipment, inviting candidates according to the rotation principle and following the ranking on the list.
Each time equipment that can be donated becomes available, the JRC Sevilla will send a proposal, stating the nature and quantity of the available items, to the first candidate on the list who has not already been contacted.
The candidate must confirm his interest in writing before the deadline stated in the proposal, specifying in detail the following:
• the desired number of items,
• the specific destination and use of the items,
• resources that he will make available to the contracting authority so that the latter can verify the destination/use (photographs, certificates, on-site visits, etc.),
• the agreement to report any change in destination/use that may occur during the 3 years following donation. A change in destination/use that does not correspond to the selection criteria in point 9.2(c) will result in the candidate being excluded from the list under the ongoing donation procedure.
Should the candidate reject the proposal, either in whole or in part, he must state the reasons for doing so. The Commission will send a proposal to donate equipment not acquired by the previous candidate to the next candidate on the list, and so on. Should the given period expire without a response from the candidate, the proposal will be deemed to have been rejected in its entirety.
The contracting authority will enter into as many individual contracts as necessary with each candidate who has accepted the respective proposals.
 6.Full description of the fields covered by the call for expressions of interest:

The computer equipment donated is at least 4 years old and consists of:
— 230 desktop computers (no keyboard or screen), with the following minimum configuration:
• Intel Celeron 2,50 Ghz,
• 4GB RAM,
• Intel 4 Series Express Chipset Family,
• 150GB hard drive,
• standard CD-ROM drive,
• Intel Gigabit Network Connection,
— 70 laptops.
Most of the equipment is donated in accordance with a periodic replacement policy and in working order. However, some components may be broken. All computer hard drives will have been formatted or erased for security reasons. In this regard, it is important to note that the European Commission is not responsible for the functioning of the equipment, nor will it provide technical or logistic support.
The quantities stated are approximate and may vary during the maximum period of the list's validity (4 years).
 7.Conditions and place of delivery:

The items will be donated under the following conditions:
organisations will bear all necessary costs for item collection, which will be carried out under the JRC Sevilla's responsibility, at its headquarters located at the address stated in point 1.
The items will be collected in the condition in which they are found, and will be unpackaged.
Organisations undertake to use the products solely for projects of a social, humanitarian or charitable nature, in accordance with the drafted proposal.
Organisations receiving donations will provide the Commission with photographs documenting the end use of the equipment, thereby authorising the Commission to use them for institutional communication purposes.
Organisations undertake to strictly adhere to applicable regulations concerning environmental protection, including disassembly of part of the goods if necessary, and to cover any costs this would entail.
 8.Validity period of the list compiled as a result of this call for expressions of interest:

The list will be valid for 4 years from the date of dispatch of the notice to the Publications Office of the European Union. Candidates may apply at any time prior to the last 3 months of the list's validity.
 9.Criteria for inclusion in the list of candidates:

NB: in the case of a grouping of organisations, the information requested below must be submitted by every grouping member.
 9.1.Grounds for exclusion:

Declaration of honour regarding exclusion criteria and the absence of a conflict of interest, specifying that the tenderer is not in any of the situations described in Articles 106 and 107 of Regulation (EU, Euratom) No 966/2012 of the European Parliament and of the Council of 25.10.2012 (OJ L 298, 26.10.2012), as amended by Regulation (EU, Euratom) No 2015/1929 of the European Parliament and of the Council of 28.10.2015 (OJ L 286, 30.10.2015).
Candidates must provide this declaration (the template can be found in the documents available online). The Commission reserves the right, in the event a contract is awarded, to require that the organisation provide beforehand the documentary evidence required in Article 141(3) of Commission Delegated Regulation (EU) 2015/2462 of 30.10.2015 (OJ L 342, 29.12.2015, p. 7) to which the stated declaration refers.
 9.2.Selection criteria:

(a) Only non-profit-making organisations whose purpose is to carry out or support projects of a social, humanitarian or charitable nature will be permitted.
(b) Candidates must be registered in a Member State of the European Union.
(c) Candidates must use the collected equipment solely for non-profit-making purposes and for at least 3 months following collection.
To prove that these criteria have been met, candidates must provide the following documents:
— description of the organisation,
— official document proving the establishment of the organisation as a non-profit-making body,
— declaration of honour stating the proposed use of the equipment received,
— detailed description of how the donated items may serve the objective of the candidate's activities.
 10.'Ex post' transparency:

Data regarding organisations entering into a donation contract following the procedure in point 4 will be published on the contracting authority's website no later than 30 June of the year following contract award. This data includes the name, location, address, quantity and object of the contract.
 11.Additional information:

Submitting an application will involve accepting all conditions in this call for expressions of interest and, if applicable, the candidate waiving his own conditions.
* Requests for additional information must be sent by e-mail to JRC-SEVILLE-PROCUREMENT@ec.europa.eu stating the reference number of this notice (JRC/SVQ/2016/B.11/0001/AMI).
* On its own initiative, the Commission may notify interested parties of any error, inaccuracy, omission or any other related issue concerning the text of the invitation to tender.
* Any additional information, including the information referred to above, will be communicated electronically via https://web.jrc.ec.europa.eu/callsfortender/
The website will be periodically updated and it is the candidate's responsibility to check for any updates and amendments.
This notice does not impose any obligation on the Commission. The contractual obligation only takes effect after signature of the contract with the successful tenderer.
