Section II: Object of the design contest/description of the project

II.1)Description
II.1.1)Title attributed to the design contest/project by the contracting authority/entity:
Open design contest New Bodø City Hall
II.1.2)Short description:
Open design contest for New Bodø City Hall in cooperation with National Association of Norwegian Architects. Total floor area is approx. 11.000 m2. The project value is approx. 506 000 000 NOK. Bodø municipality's, henceforth referred to as the Awarding Authority, administration with 400 employees shall be co-located in the new city hall
Presently the City Hall district comprises 3 distinctive buildings. This includes the existing city hall designed by the architects Blakstad og Munthe-Kaas; inaugurated in 1959, a library designed by the same architects; inaugurated in 1967, as well as the Bank designed by Kristoffer Lange; inaugurated in 1950.
The existing city hall and the Bank shall be renovated, whilst the library is allowed removed and replaced with a new building in the back yard.

The tender competition is challenging, both in relation to architectural design, but also in relation to the demand that the new building shall be flexible and have a good functional conjunction with the existing city hall building. Participation is reserved to a particular profession: yes
The contest is open for architects with approved exams in accordance with the EU architects directive. This means that Norwegian architects shall be graduated in architecture/master degree in architecture or member of the National Association of Norwegian Architects. Foreign architects in the EU/EEA area must substantiate qualifications equivalent to the requirements given in the Eu's architects directive. Other foreign architects must substantiate equivalent qualifications. See also the tender contest programme

The jury's decision will be based on methodical assessment in accordance with the tender contest's criteria for judgement. Individual criticism is given the prized and procured proposals. The remaining proposals will receive general criticism. The jury decides the ranking of the prized drafts and the division of the available prize sum. The jury may also conduct procurements and provide honourable mention to other drafts.

The jury secretary is civil architect MNAL Per Rygh from the National Association of Norwegian Architects. Tender contest programme and annexes are free of charge and can be downloaded from the tender contest's home page: http://radhus.bodo.kommune.no. This net site is the only place for supplementary / consecutive information from the jury/Awarding Authority. All participants are obliged to check if new information is uploaded on the net site.

The participation is not subject to registration or fee. Deadline for questions related to the tender documents is 20.08.2013
