Prior information notice: Procurement of technical expert services for the sensitivity study of seismic hazard prediction (SENSEI) project in Finland.
This prior information notice is an announcement of an intended Call for tenders regarding technical expert services by the contracting authority SÄTEILYTURVAKESKUS, The Radiation and Nuclear Safety Authority of Finland. The object of the procurement is related to the authority's responsibility to review seismic hazards in Finnish nuclear power plants and, in particular to a current project by the authority, ‘SENSEI’ concerning sensitivity of seismic hazard predictions. The procurement is intended to be a framework agreement divided into (3) lots. The estimated amount that might be procured is 18:00-20:00 hours of expert services, calculated for the envisaged three lots and over a planned two-and-half-year contractual term in total. The Call for tenders is envisaged to be launched by the end of the year 2016.
Sensitivity modelling and analysis of PSHAs
The service provision of the lot no. 1 (Lot 1) shall concentrate on modelling of sensitivity parameters in different phases in PSHA, such as logic trees and ground motion prediction equations (GMPE), etc. Furthermore, the scope of the service provision is to establish calculation system for sensitivity analyses and execute corresponding analyses. Possibilities to use Monte-Carlo procedure will be studied at least for assessing probability distribution in different phases in PSHA.
Synthesis of PSHA studies
The service provision of the lot no. 2 (Lot 2) shall concentrate on synthesizing the information from PSHA studies on studying parameters used in PSHAs, such as activity rates, seismic zoning, maximum magnitude, attenuation parameters, etc. These input parameters shall be scrutinized in light of the previous PSHA studies in Finland and the seismicity of the region. Once the sensitivity of the PSHA parametric modelling is available, Lot 2 experts will reevaluate the credibility of the input parameter ranges in light of these results, making suggestions for future refinement/extension of the parameter ranges.
Review of the analysis conducted in Lots 1 and 2.
The service provision, lot no. 3 (Lot 3) shall concentrate on reviewing the analysis conducted in Lot 1 and Lot 2.
Section III: Legal, economic, financial and technical information
As a rule, STUK awards technical expert services contracts based on competitive tendering with the scope of support to STUK's technical expert staff, for example to cover periods of heavy workload or particular projects. A technical expert service provider contracted by STUK is not a representative of STUK and cannot issue results on behalf of STUK.
The contracts intended to be awarded as a result of the call for tenders will be based on the general contractual terms of public procurement in service contracts issued by the Ministry of Finance of Finland (The JYSE 2014 Services).
