Contract E13 includes the engineering design and construction of a side tunnel with 2 courses of 1 980 m. The construction of:

1 course with with 76 m2 and 1 course of approx. 45 m2. The side tunnel shall be used for transportation of masses during the construction of E04. The tunnel shall during the operation be used as a ventilation tunnel.

The main amount of rock masses from the construction of E13 shall be transported to a intermediate storage near Knarholmen.

Contract E13 also includes the upgrading of Arsvegen, engineering design and establishment of a force main Water and Sewage trenches and a conveyance path for a pipe line for high voltage cables in Arsvegen. The establishment of a barrack area at Laupland, as well as mass replacement for a designated area at Laupland.
