Support Services Contract for Heckler and Koch Equipment.
Dismounted Close Combat Team (DCC Soldier Training Systems Programme) part of the UK Ministry of Defence (UK MOD) intends to award a Contract to NSAF Limited (Heckler and Koch UK and H&K GmbH) for the provision of a 3 Year Support Services Contract for all in service H&K weapon systems and associated equipment's including weapon mounts and ancillaries, Special Tools and Test Equipment.

Section IV: Procedure
It is considered that this contract can be placed using the negotiated procedure without prior publication pursuant to Article 28 (1) (e) of Directive 2009/81/EC of the European Parliament and of the Council Regulation 16 (1) (a) ii of the Defence and Security Public Contract Regulations 2011. This is because NSAF who are the Original Equipment Manufacture (OEM) of and the Design Authority (DA) for all current in service equipment have the specific experience technical data tools and equipment needed to fulfil the requirement, which involves new testing, new verification and validation thereby ensuring safe implementation and interoperability. Additionally there would also be disproportionate cost, time and technical difficulties to the UK MOD associated with introducing new (non NSAF/H&K) items into the authority's supply chain and inventory. This approach would cause unacceptable technical difficulties in the support, technical publication and documentation, training and logistics arising from having to manage a multi fleet as well as safety and suitability of the fit form and function of the items, from that already provided and in current service, resulting in operational and safety difficulties as well as having a disproportionate impact on time and cost to UK MOD.
