ECMWF as the Entrusted Entity for implementing the Copernicus Climate Change Service (C3S) is preparing an Invitation to Tender (ITT) for activities in the area of satellite data rescue. The objective is to improve access to data generated by early satellite missions and to render those data useful for further processing, in order that the existing space-based climate record may be enhanced and/or extended further back in time. To this end, a single multi-annual contract will be awarded for a coordinated set of activities that deliver data, software and documentation associated with multiple missions and instruments relevant for climate.
Depending on the instruments and on the current state of the recorded measurement data, contracted activities may include: recovery of original data records from non-standard media; digitisation and reformatting of the data; development of metadata and documentation of information content; implementation of forward models allowing simulation of the data; assessments of data quality against reference data; provision of quality indicators, bias estimates and other error estimates needed to use the data in climate reanalysis.
Priority will be given to activities on data with high potential impact on the quality of the climate record; activities that lead to permanent preservation of level-0 or level-1 data and/or specialist knowledge about the instruments; activities that demonstrate positive impact of the data in climate reanalysis. Coordination of the work with the C3S-funded reprocessing activities undertaken by EUMETSAT is expected.
Contract duration is 48 months.
