Ipswich Borough Council (Contracting Authority) are currently out to tender for the provision of regeneration of the Cornhill in Ipswich. The Contracting Authority reserves the right to choose at time of evaluation which Option will be progressed/awarded — Option 1 being The Cornhill (only), Option 2 being The Cornhill and Princes Street and the Lloyds Arc/Debenhams colonnade in Ipswich.

The Contracting Authority's decision at the time being on the necessary secured funding arrangement being in place or anticipated as being in place prior to the award of Contract.

Ipswich Borough Council (the Contracting Authority) reserve the right to choose at time of evaluation which Option will be progressed/awarded — Option 1 being The Cornhill (only), Option 2 being The Cornhill, Princes St and the Lloyds Arch/Debenhams colonnade in Ipswich. The time limit stated is for returning the Selection Questionnaire. Requests to participate may only be made by obtaining and completing the Selection Questionnaire and returning it to the contracting authority at the address stated in Section I.1.

The address and time limit for the return of tenders will be stated in the tender documents, which will be sent to those candidates who are selected to participate.

All dates and time periods specified in this notice are provisional and the contracting authority reserves the right to change them. The authority reserves the right not to award the contract. It reserve the right not to proceed with all or any part of the project detailed at II above and in no circumstances will be responsible for any costs incurred by economic operators as result of the publication of this notice or otherwise in connection with their tenders. The authority will allow a standstill period of at least 10 days at the point information on the award of the contract is communicated to tenderers. The standstill period provides time for unsuccessful tenderers to challenge the award decision before the contract is entered into. The Public Contracts Regulations 2015 provide for an economic operator who has suffered to risks suffering loss or damage by a breach of the regulations to take proceedings in the High Court. Proceedings must normally be started within 30 days of the date when the economic operator first knew or ought to have known that grounds for start proceedings had arisen.

The council's new requirement in CSO 16.1.3 for the payment of a living wage (as defined by the Living Wage Foundation) to all those employed on the contract.
