CMAL 0165 MATC Linkspan Refurbishment.
It is the intention of the Employer (CMAL) to appoint a suitably experienced contractor to undertake works on linkspans located at:
— Armadale Ferry Terminal, Isle of Skye;
— Tiree Ferry Terminal, Isle of Tiree;
— Coll Ferry Terminal, Isle of Coll;
— Mallaig Ferry Terminal, Mallaig Harbour — this may be progressed as an option.
West Coast of Scotland.
IT Is Important to Read the attached description of works document fully.
Renewals or Extension to the contract will be allow if so required by CMAL. Extension could be up to one year beyond April 2021.
The top five (5) suppliers (using the European Single Procurement Document submission) (ESPD) by ranking order will be taken through to the Invitation to Tender Stage (ITT). CMAL also reserves the right to decrease or increase the said number if it so requires.

Description of the Works
At this time, a final decision as to the refurbishment of existing decks or the replacement of the existing decks with new has not been made. The works will include:
— Refurbishment of hydraulic cylinders;
— Fabrication and painting of between 1 and 4 new steel decks;
— Refurbishment and painting of between 0 and 3 existing steel decks including modification works and minor repairs;
— Removal and re-installation of operating machinery and control systems;
— Transportation of the new/refurbished decks and hydraulic cylinders to the ferry terminals and swapping over of these for the existing;
— Transportation of the existing decks and hydraulic cylinders to suitable facilities to undertake the refurbishment/scrapping works.
It is anticipated that the methodology for removing/installing linkspan decks will be site specific but is likely to include heavy crane lifts (single crane and tandem lifts) and the use of barges to float decks in/out

Suppliers are advised to allow adequate time for uploading documents and to dispatch the electronic response well in advance of the closing time to avoid any last minute problems.
The Contracting Authority does not intend to include a sub-contract clause as part of community benefits (as per Section 25 of the Procurement Reform (Scotland) Act 2014) in this contract for the following reason:
If the main contractor is sub contracting the painting or hydraulic elements of the contract then we expect the names of these sub contractors to be made known during the 1st stage of this procurement. We also expect that any sub contractor who has a total value of works of more than 20 % of the project value then they must completed their own ESPD document, it is to be submitted with the main contractors ESPD submission.

We expect the community benefit to be of an employment or educational benefit to the local communities. Thus safeguarding the local life line ferry services
This is a highly complexed engineering project which calls for highly skilled personnel to be involved. The main benefit that we will be asking suppliers to do is engage with local supply chain if the skill sets are available.
We will also be asking all suppliers to actively engage with the local communities to make them aware of what is happening.
All suppliers will be asked at the ITT stage of how they would manage the above processes.
