Supply-Line is a qualification system operated by Achilles and used by the subscribers, as listed in Section VI.2 of this notice. It is used as a source for tenderer selection for contracts valued above the EU thresholds (currently 414 000 EUR for supplies and services and 5 186 000 EUR for works). From time to time it is also used as source for tenderer selection for contracts valued below the EU thresholds.

At their discretion, the subscribers may publish additional calls for competition for any or all of the procurement categories listed below. They may apply additional rules and criteria in relation to specific procurements, including site visits. They may opt, where deemed necessary, not to use Supply-Line and to publish a separate call for competition in the Official Journal of the European Union, to publish a separate notice in the national press or on www.e-tenders.gov.ie Supply-Line may also be used, from time to time, to assist in the selection of candidate(s) towards the establishment of framework agreements.

Supply-Line is a Qualification System operated by Achilles and used by a number of contracting entities. III.1)Conditions for participation
III.1.1)Qualification for the system:

Conditions to be fulfilled by economic operators in view of their qualification: Registration on Supply-Line constitutes the basis for tender list preparation in the works and engineering services categories listed in II.3 above. Registration may be achieved in the following way: Joining the system under the appropriate level and using the appropriate codes. Economic operators registering on Supply-Line will be subject to an annual contribution payable in advance. Completion of the Supply-Line qualification questionnaire on-line via www.achilles.com including a formal declaration of the applicants bona fides. Suppliers should note that consideration for tender lists may be subject to the subscribers issuing second-stage questions — about specific contracts through the e-Qual tool within Supply-Line. To this end, suppliers are reminded to carefully monitor email alerts from both Supply-Line and/or the purchasing organisations.

Suppliers registering at level 3 will be considered for all contracts irrespective of value; those registering at level 2 will be considered for contracts below the EU thresholds; those registering at level 1 will only be eligible for consideration for contracts below 50 000 EUR.

Methods according to which each of those conditions will be verified: Compliance with minimum requirements as outlined above will be confirmed in writing.
Subscribers may impose additional requirements for individual contracts.
Following submission of a questionnaire on-line, Achilles will undertake a Quality Checking process and inform the supplier when the questionnaire has been uploaded to the live system and is therefore available to search.
It is imperative that suppliers update their information at least once a year. Suppliers should note that they are only available for search by buyers when they have received confirmation from Achilles that they have passed the quality checking process.

formalities necessary for evaluating if requirements are met: The Supply-Line system is of indefinite duration and subject to annual renewal of subscription and information.
Vendors may join at any time and will be required to update their information annually in accordance with III.1.1) above.
Supply-Line offers financial savings for both the Purchasing Organisations and suppliers whilst ensuring that applications for market entry continue to be dealt with fairly and objectively by the Purchasing Organisations, thus minimising the workload for both groups.
As a general rule, the subscribers covered by the Utilities legislation will use the negotiated procedure for the award of contracts and/or framework agreements.
