At the end of the project the Tenderer is expected to produce a prototype which shall be delivered and tested at the premises of one of the GOP Members. For the purpose of VAT and within the EU, R&D services are deemed to be delivered at the premises of the beneficiary of such services.

Tenderers are invited to tender under the Pre-Commercial Procurement (PCP) for the provision of research and development services to seek solutions for a 'Whole System Design for Energy Efficient HPC'.
CINECA will act as the Procuring Entity that carries out the PCP in its own name and on its own behalf as well as in name and on behalf of the GOP Members (see section VI.3).
Please note this is a PCP adhering to the EU Treaty Principles but not subject to the Italian Public Contract Regulations 2006, the EU Public Procurement Directives or the WTO/GPA.

Description of particular conditions: R&D services: The PCP is carried out under the explicit exemption for R&D services set out in article 16 (f) of Directive 2004/18/EC of the European Parliament and of the Council of 31 March 2004 on the coordination of procedures for the award of public works contracts, public supply contracts and public service contracts. Tenderers are asked to observe that the object of the procurement thus is restricted to cover R&D services and not products or other supplies, or commercial development activities and that these R&D services are not already financed otherwise.

Reference to project(s) and/or programme(s): This PCP procurement receives funding under the European Union's FP7 research programme under the grant agreement “PRACE - Third Implementation Phase Project” [grant agreement number RI-312763]. However the EU is not participating as a contracting authority in this procurement.

CINECA, the Procuring Entity, is acting in its own name and on its own behalf and in name and on behalf of the Contracting Authorities listed sub point 1 to (and including) 4 hereafter:
1. CSC-Tieteen Tietotekniikan Keskus Oy, a non-profit company under Finnish law;
2. Forschungszentrum Juelich GmbH, a limited liability company under German law;
3. Grand Equipement National de Calcul Intensif, a 'societe civile' under French law;
4. The University of Edinburgh, a charitable body registered in Scotland, for the purposes of this agreement acting through its Edinburgh Parallel Computing Centre.
The above listed authorities (including the Procuring Entity) shall be jointly referred to as the 'Group of Procurers' (GOP) or, individually, as a 'GOP Member'. It is also noted that the Partnership for Advanced Computing in Europe AISBL (PRACE) has participated in the preparation of the PCP, is acting as an observer, and is supporting its implementtion as an advisory entity.
This PCP procedure is articulated in two stages:
— The 'Tendering Stage' - Bid submission and admission based on participation requirements, feasibility study and financial offer;
— The 'Execution Stage' – this stage is divided in three different Phases:
— Phase I (solution design)
— Phase II (prototype development)
— Phase III (Pre-commercial small scale product/service development)
In compliance with the phased nature of the Pre-Commercial Procurement model the number of suppliers decreases from one phase to the next in order to select the suppliers that best address the technical challenge on which the PCP is based. A maximum number of five (5) Tenderers will be awarded a Phase Contract for Phase I. A maximum of three (3) Tenderers will be awarded a Phase Contract for Phase II and a maximum of two (2) Tenderers will be awarded a Phase Contract for Phase III. See tender regulation.

To enter in this PRACE PCP the competitors must register via a specific form at the Procuring Entity tender web site: http://hpc.cineca.it/PRACE-3IP-PCP This will in return provide a username and a password for accessing the secure competition web site where the tender documents and forms are stored. The tenders must be submitted in accordance with the directions provided by the ‘PRACE-3IP PCP Tender Regulation' available in the above mentioned website. Applications must be sent exclusively to the address stated therein.

Please note that the last date to register in order to get access to the secure web site and the tender documents is seven (7) days prior the deadline for tender submission. Any question or request for clarification should be sent in writing by email to the Procuring Entity tender e-mail address provided in section I.1). A contact point is available to answer questions that might be not present in the Q&A web page or might need elaboration. Answers to questions and requests for clarification will be provided as soon as possible and in any case no later than seven (7) days prior the deadline for submission of tenders. Once the tender period opens a Q&A web page will be available at the Procuring Entity tender web site. All the answers will be published on the website indicated herein.
