Apex is seeking to procure suitably qualified Design Teams for appointment to a N. Ireland wide Framework Agreement. Design Teams appointed under the Framework may be required to assist in the design and delivery of a range of dwelling designs, accommodation needs and services for:

— General Needs Social Housing;

— Affordable Housing for Sale;

— Purpose built accommodation for the elderly;

— Supported Housing for people with disabilities including those with mental health difficulties, learning disabilities and those who are physically disabled; and

For the avoidance of doubt, appointment to the Framework Agreement does not constitute a guarantee of any work.

4. Work Packages for consultancy services will vary in size, may be in different locations within Northern Ireland and will also vary in terms of the nature and type of building or dwelling being designed.

5. Design Teams, which must be architect-led, must include all of the following disciplines:

Architect and Lead Consultant;

Quantity Surveyor;

Mechanical and Electrical Engineer;

Civil and Structural Engineer; and

6. The services have been sub-divided into three lots as follows:

Lot 1 — Estimated construction contract value of up to 2 500 000 GBP

Lot 2 — Estimated construction contract value of between 2 500 000 GBP and 5 000 000 GBP

Lot 3 — Estimated construction contract value of greater than 5 000 000 GBP

7. Apex recognises that whilst some organisations may be able to provide all of the disciplines set out above from within their own internal resources, other organisations may need to partner with others to provide all of the disciplines required and/or to satisfy the requirements of the procurement. Apex welcomes consortia or joint venture applications but requires that consortia or joint venture Design Teams are architect-led.

8. The Architect will be appointed as the principal designer under the Construction (Design and Management) Regulations (Northern Ireland) 2016.

1. Requests to participate must be made by completion and return of the PQQ Package by the date and time specified and in accordance with the instructions set out in the Information Memorandum and PQQ Package. PQQ Packages submitted after the deadline may not be considered. Note that there are separate PQQ Packages for each of Lots 1, 2 and 3. Apex requires the submission of a separate PQQ Package for each Lot applied for by a Design Team.

2. Apex shall not be responsible for any costs, charges or expenses, irrespective of the outcome of the competition, or if the competition is cancelled or postponed.

3. All dates and time periods specified in this notice are provisional only and Apex reserves the right to change these.

4. Apex reserves the right to cancel this procurement at any stage.

5. Should Apex decide to enter into a Framework Agreement (FA) with a Design Team this does not mean that there is any guarantee of subsequent contracts being awarded. Any expenditure, work or effort undertaken prior to award of Call-Off Contracts under the FA is accordingly a matter solely for the commercial judgment of the Design Team.

6. All discussion and correspondence shall be deemed strictly subject to contract until the FA is entered into. The FA shall not be binding until it has been signed and dated by duly authorised representatives of both Apex and the relevant Design Team.

7. The value of the lots provided is an estimate.

8. Apex will use Construction line to assess the economic and financial standing of the Architect, Quantity Surveyor, Mechanical and Electrical Engineer and Civil and Structural Engineer. Further details are set out in the Information Memorandum.

9. Apex does not wish to preclude a Design Team from applying to be selected to tender for 2 or more Lots. However, in the event that a Design Team wishes to apply to be selected to tender for 2 or more Lots, Apex shall apply a cumulative financial assessment of the Design Team's ability to carry out 2 or more Lots. Further details are set out in the Information Memorandum.

10. An Architect cannot be part of more than 1 Design Team applying for an individual Lot.

11. Where an Architect is applying for 1 Lot only, the Architect must demonstrate that it has the capacity to dedicate a minimum of 2 qualified architects with full membership of the Royal Institute of British Architects (RIBA) or equivalent to managing/delivering the Framework Agreement or any Call-off Contract awarded to the Design Team.

12. Where an Architect is applying for 2 Lots, the Architect must demonstrate that it has the capacity to dedicate a minimum of 3 qualified architects with full membership of RIBA or equivalent to managing/delivering the FA or any Call-off Contract awarded to the Design Team.

13. Where an Architect is applying for all 3 Lots, the Architect must demonstrate that it has the capacity to dedicate a minimum of 4 qualified architects with full membership of RIBA or equivalent to managing/delivering the Framework Agreement or any Call-off Contract awarded to the Design Team.

14. For each of Lots 1 and 2, it is intended that the number of Design Teams invited to tender will be restricted to a maximum of 15. Where there is a tie for 15th place, then all Design Teams in 15th place will be invited to tender

5. For Lot 3, it is intended that the number of Design Teams invited to tender will be restricted to a maximum of 12. Where there is a tie for 12th place, then all Design Teams in 12th place will be invited to tender.

16. It is envisaged that 5 Design Teams will be appointed to Lot 1 and Lot 2 respectively and 4 Design Teams will be appointed to Lot 3.

17. Apex reserves its right to require, as part of a Call-Off under Lot 3, that a higher level of Professional Indemnity insurance is put in place for a particular Project where the value or complexity of that Project requires it. For the avoidance of doubt, additional insurance would only need to be put in place by the successful Design Team.
