II.4)Short description of nature and quantity or value of supplies or services:
The Council currently delivers Housing and Property Maintenance and Street Scene services and associated depot services through a joint venture (JV) partnership with Kier Support Services, known as Kier Harlow Ltd. The JV expires on 31.1.17 and the Council is now exploring proposals around how the current services can be delivered post the expiry of the JV.
The Council owns approximately 9 750 houses and manages a further 2 400 leasehold properties situated in flat and maisonette blocks. It also manages 8 000 garages and carports and 2 000 hard standings.
Services undertaken by the JV include:
1. ‘Street Scene’, comprising street cleaning services, abandoned vehicle removal and sheltered employment service;
2. ‘Grounds Maintenance’, comprising landscape and grounds maintenance services and landscape services associated with recreation;
3. ‘Housing Property Maintenance’, comprising tenant services, responsive maintenance and repair, housing investment, void maintenance, out of contract responsive repairs, gas servicing and maintenance, statutory and non-statutory testing, cyclical maintenance, technical services;
4. ‘Maintenance and Repair of Estate — Non-housing Property’, comprising maintenance and repairs of estate, supporting democratic governance activities, highways and drainage services;
5. ‘Depot Services’, comprising vehicle maintenance, repair and procurement of vehicles;
6. ‘Miscellaneous Services’, comprising pest control services, stray dog collection, help desk.
This ‘Soft Market Test’ is being undertaken to support the Council to define its procurement requirements and to appraise itself of current best practice in the market. In particular, the Council wishes to explore different delivery models including but notwithstanding the following: single and/or multiple outsourced contracts; framework agreements; in-sourcing solutions; joint venture; employee led mutuals; and shared services.
The current combined annual contract value of all work streams identified above is around 25 000 000 GBP, broken down as follows:
1. Street Scene: 3 000 000 GBP;
2. Grounds Maintenance: 2 500 000 GBP;
3. Housing Property Maintenance: 18 700 000 GBP;
4. Maintenance and Repairs of Estate: 360 000 GBP;
5. Depot Services: Inc;
6. Miscellaneous Services: 300 000 GBP.
