In accordance with a request from the European Parliament, the Secretariat General of the European Commission ("the Commission") has the specific task of implementing a pilot project entitled "New technologies, information and communication technology (ICT) tools for the implementation and simplification of European Citizens’ Initiatives (ECI)".
In this context, the Commission will build an online collaborative platform on the ECI that offers support and advice on preparing initiatives. It shall help citizens interested in starting an ECI to find partners in Europe to form the required organisers' committee, formulate the content of their initiative in collaboration with more experienced participants, prepare campaigns, get funding, learn about best practices from other organisers and exchange experiences. The Commission will build and make available the platform's IT infrastructure. Preparing the content for the launch of the Platform, running and promoting the Platform, as well as contributing to its further development is the subject of this call for tender.
The Platform will provide a news and discussion forum; i.e. online discussion and blog articles on ECI topics with a view to fostering interaction between members of the ECI community, information and best practice exchange, partner identification, etc.
The Platform will also provide a helpdesk, which will consist of 2 components, i.e. 1) a Learning space providing guidance materials and an online course on relevant aspects on an ECI lifecycle and 2) an enquiries and direct support mechanism (in the context of which requests would be dealt with directly by the external partner or by the Commission depending on their nature and scope).
The pilot project is to be set up and carried out over a period of 12 months, with the platform's launch expected for Spring 2018.

Within 2 months of the notification of the award decision you may lodge an appeal to the body referred to in VI.4.1.
