Framework Contracts for the Provision of Mainly Intra-Muros Expert Assistance on Implementation of the Copernicus Land Monitoring Service (CLMS) and the Copernicus Cross-Service in Situ Coordination
This call for tenders aims at the establishment of framework service contracts with economic operators to provide predominantly intra-muros (at the EEA’s premises) and to a limited extent extra-muros (at the contractor’s premises or elsewhere) consultancy services in support of the implementation of the Copernicus Land Monitoring Service (CLMS) and the Copernicus cross-service in situ coordination. The intra-muros experts are requested to cooperate on a daily basis with the EEA Copernicus team in different areas and performing mainly the following tasks:
— designing concepts supporting calls for tender,
— supporting the management of production contracts and
— assessing the quality of deliverables.
Earth Observation with Regard to Land Cover/Land Use and Geospatial Methods and Techniques
Work will be carried out primarily at the premises of the European Environment Agency in Copenhagen (intramural) or in a minor number of cases at the contractor’s premises (extramural).
Tthe EEA is looking for consultants in the area of Earth Observation with regard to Land Cover/Land Use and geospatial methods and techniques.
— to define the minimum QA/QC approach that tenderers should ensure on product quality assurance for CLMS products, including sampling design and indicators to be calculated,
— to define an independent validation approach for the CLMS products, taking into account the nature of the data as well as the full specifications,
— to design sampling for a quality.
The successful tenderer(s) will be awarded a framework service contract for an initial duration of 24 (twenty-four) months, starting from the date of signature by both contracting parties, with the possibility of maximum 2 renewals for a period of 12 (twelve) months each.
Copernicus - Regulation (EU) No 377/2014 of the European Parliament and of theCouncil of 3.4.2014 (OJ L 122, 24.4.2014, p. 44).
The EEA will use the cascade system to establish framework contracts with multiple economic operators, in order to ensure that EEA can manage a fluctuating workload while maintaining high quality outputs and ensuring business continuity. As a minimum there will be 2 contractors in the cascade, provided enough tenderers satisfy the selection and award criteria, and as a maximum 3 contractors.
Tthe EEA is looking for consultants in the area of reference data.
— support the Copernicus team in managing reference data projects (e.g. EU-DEM, EU-hydro), taking into account the Copernicus Programme level DEM solution under preparation by ESA, and DEMs available in Member States, whilst ensuring full coverage, harmonised specifications and the Copernicus data and information policy,
— support the Copernicus team in understanding and assessing the specific need for reference data as expressed by the Copernicus core services and taking into account the potential of merging specific requirements into a common cross-service requirement,
— support the Copernicus team with the implementation of sample use cases, built upon geospatial analyses of a selection of reference data in combination with Copernicus service products.
Communication and Awareness Raising
Tthe EEA is looking for consultants in the area of communication and awareness raising.
Typical tasks for intra-muros:
— coordinate Copernicus related events hosted at the EEA and outside the EEA,
— develop and write content for internal and external media communications including internet (websites and social media channels), video, print and email,
— create scripts for short (5-10 min) videos introducing/promoting new products or new features of the products of the CLMS and/or explaining the example application areas,
— maintain the selected social media channels,
— maintain CLMS stakeholder database,
— develop proposals for merchandise goods, coordinate their production and dissemination.
Typical tasks for extra-muros:
— provide on-line helpdesk services (covering all CLMS product portfolio) from Monday to Friday excluding Danish and EU public holidays from 09:00-17:00 CET, in English only,
— organise and conduct on-line trainings/workshops for the selected CLMS products,
— prepare and disseminate CLMS news items for the portal,
— maintain the up-to-date electronic product factsheets (1-2 pages); the task includes creating and updating the factsheets of the products once new products are created or updated,
— systematic search for relevant Copernicus land use cases, liaising with the involved institutions and individuals, analysing the collected use cases and registering them in the use cases database.
Geographic Information Systems (GIS), geo-Information Technologies and Big Data Processing
Tthe EEA is looking for consultants in the area of Geographic Information Systems (GIS), geo-information technologies and big data processing.
— package geospatial datasets to products for dissemination (harmonization, formats, projections, spatial resolution etc.),
— perform required updates of the existing Copernicus products,
— maintain the Copernicus land product catalogue, ensuring INSPIRE compliance of the metadata of Copernicus land datasets,
— maintain VHR and HR imagery datasets,
— publish Copernicus WMS services on ArcGIS server and maintain web maps in ArcGIS online,
— maintain map content on the Copernicus land portal,
— optimize performance of the CLMS portal,
— ensure the operational availability to end users and interoperability among selected (mainstream) platforms, operating systems and browsers,
— assist the Copernicus team on GIS and geo-IT tasks in general,
— maintain the documentation covering all data processing steps, processes and procedures put in place,
— interact on behalf of the Copernicus Land Monitoring team with the DIAS initiatives,
— support the Copernicus team in preparing the CLMS data and products readiness for integration in the DIAS.
— support the Copernicus team in defining a suitable strategy on how to position and adapt the CLMS portfolio with regard to the multiple cloud based big data service initiative emerging in Europe, and in particular with regard to Earth Observation.
