Dette udbud af Flextrafik Rute omhandler specialkørsel af borgere fra beskyttede værksteder, dagtilbud og lign., hvor der foreligger et fast kørselsmønster. Udbuddet er opdelt i 14 delaftaler og omfatter kørsel i kommuner i Region Hovedstaden samt i Odsherred Kommune. Den samlende mængde kørselsmængde i de 14 delaftaler vurderes at være ca. 20 000 timer pr. år, af ca. 500 brugere. Det er et generelt krav, at chaufførerne har forståelse for og accept af brugergruppen og er uddannet til de særlige opgaver, som ansvaret for kørsel med handicappede indebærer. Operatøren skal kunne varetage ruteplanlægning og kommunikationen med institutioner, forældre/pårørende på et højt serviceniveau, således at kørslen udføres efter gældende servicekriterier og i forhold til de enkelte institutioners krav til kørslens udførelse. Stort set alle brugere kræver fast chaufførteam.

Udbudslovens §§ 135-136, 137, stk. 1, nr. 1, 2 og 6, og 138 om udelukkelsesgrunde finder anvendelse, jf. implementeringsbekendtgørelsen til forsyningsvirksomhedsdirektivet § 10, stk. 2. Ansøgere, der befinder sig under omstændigheder som anført i udbudslovens §§ 135, stk. 1 og 3, 136 og 137, stk. 1, nr. 1, 2 og 6, er udelukket fra at deltage i udbuddet. En ansøger, der på et hvilket som helst tidspunkt under udbuddet bliver omfattet af en af udelukkelsesgrundene vil blive udelukket fra udbuddet, medmindre den pågældende inden for en af Movia fastsat rimelig frist fremlægger dokumentation, der viser Tilbudsgivers pålidelighed, jf. udbudslovens § 138. Ansøgeren skal alene indgive det fælles europæiske udbudsdokument som foreløbigt bevis for ikke at være omfattet af udelukkelsesgrundene og for at ansøgeren opfylder minimumskravene til egnethed. Hvis ansøgeren er et konsortium, skal oplysningerne afgives for hver af konsortiedeltagerne.

Til sikkerhed for operatørens opfyldelse af kørselsaftalen stilles gennem anerkendt pengeinstitut/kautionsforsikringsselskab en ubetinget og uigenkaldelig anfordringsgaranti, der beløbsmæssigt svarer til 10 % af den ved kontraktindgåelse estimerede årlige kontraktværdi.
