QEC Recertification Docking Requirement
QEC aircraft carriers Recertification Docking Requirement/UK Eyes Only
The Ministry of Defence (MOD) Naval Ships Support (NSS) Team manages the in-service support of the Queen Elizabeth warships (QEC). The NSS team has a potential future requirement to provide next dry dockings of two aircraft carriers: QNLZ and PWLS.
The contracting authority will look to best utilise learning from experience from the first dry docking whilst ensuring competition and value for money are achieved. The successful bidder will be required to support all requirements under the contract throughout the planned contract duration.
The scope and supportive activities will include but are not limited to planning and delivering robust essential inspection maintenance and LR recertification (hull, underwater appendages, valves, stabiliser, paint scheme etc), managing effectively unplanned variations in scope as well as risk and opportunities, ensuring suitable security and controlled access at all times.
In issuing this PIN, the MOD is not committing to carry out any procurement in relation to the strategy stated in this PIN. The MOD reserves the right to alter the approach to this project prior to commencing any formal procurement (under DSPCR 2011 exemption Article 346 — national security). Equally, non-participation in this Market Engagement will not be taken into account in any future procurement activities and will not preclude any organisation from submitting a tender in any future competition.
Range: between 18 000 000 and 30 000 000 GBP

A Market Engagement Event is planned to present the QEC Recertification Docking Requirement and future plans. Due to the current social distancing restrictions imposed by the UK Government on 23 March 2020, this event will be hosted online.
The MOD invites all parties interested in attending this event to submit an expression of interest (EOI), confirming the name(s) of those wishing to attend, by no later than noon on 10 July 2020 to: Renata.Mazur100@mod.gov.uk. Please include ‘QEC Recertification Docking Requirement’ in the email subject line. Following receipt of an EOI, MOD will respond with further details regarding the event, including a limited pre-event questionnaire. (Please note, we require responses to this Pre-Procurement Notice through your company e-mail address only. Responses via personal e-mail addresses will not be accepted).
