II.2.4)Description of the procurement:

Manchester and London Stansted airports have in operation over 120 ADB Safegate Advanced Visual Docking Guidance Systems [A-VDGS]. These systems are to be networked into the SafeControl Apron Management (SAM) system as part of the airports’ move toward Airport Collaborative Decision Making (A-CDM). Requiring the connection of all existing and future docking systems into an integrated single database and to support fully plans in place to increase the number of airport stands at each airport, Manchester Airport plc intends to offer a framework contract to ADB Safegate for the supply of future A-VDGS; associated components; integration software and technical services (as may be required by the Contracting Entity).

(e) in the case of supply contracts for additional deliveries by the original supplier which are intended either as a partial replacement of supplies or installations or as the extension of existing supplies or installations, where a change of supplier would oblige the utility to acquire supplies having different technical characteristics which would result in incompatibility or disproportionate technical difficulties in operation and maintenance;

The contracting entity – who is at present expediting development work at both airports – requires additional supplies of A-VDGS. Required to integrate fully with the SafeControl Apron Management (SAM) system; seeking to secure additional supplies of A-VDGS that extends its unified, holistic network of this system and seeking to eliminate all risk associated with the procurement of supplies having different technical characteristics, Manchester Airport plc intend to award a sole supplier framework with ADB Safegate BVBA to secure such additional supplies, integration software and services as necessary to support its existing and future development plans.
