UK SBS on behalf of the National Oceanography Centre (NOC) anticipates undertaking a procurement exercise for the provision of annual refits (covering maintenance, repair, enhancement, and refit) of the Royal Research Ships (RRS) James Cook and Discovery.
The objective is to deliver a long term agreement up to 5 years (actual duration of the contract TBC) that provides options for ship refits across all operating areas e.g. Atlantic, Eastern Pacific, and Indian Oceans.
RRS James Cook and RRS Discovery are purpose built research ships managed by the National Marine Facilities (NMF) at the National Oceanography Centre (NOC), Southampton on behalf of the Natural Environment Research Council (NERC).

The purpose of the proposed procurement exercise will be to appoint one supplier who can offer a worldwide service whereby the shipyard engineers and quality processes can be operated in the supplier's own yard or any other shipyard across the world.

This Prior Information Notice is being issued in order to undertake a market consultation exercise with regards to the service detailed above. NOC will be holding a supplier engagement day in order to help shape this service.
The estimated value of the full contract will range from 6 000 000 GBP to 9 500 000 GBP (TBC). We anticipate this being a 3-year contract with the option for 2 further extension periods of 1-year (TBC).
The engagement day will take place in Southampton in early February 2017. 1 you have registered your interest we will confirm the actual day and time of the engagement day.
NOC may consider information and responses received as part of the preliminary market consultation to help inform NOC's options and further decision making in relation to the planning and conduct of the proposed procurement.
For the avoidance of doubt, this notice is not a Call for Competition; a Contract Notice will be issued as a call for competition. Not registering an interest shall not prevent any supplier participating in a potential future procurement, nor is it intended that any information supplied as part of preliminary market consultation shall place any supplier at an advantage in a potential procurement process. Participation in preliminary market consultation will be at each supplier's own cost.
It is anticipated that the contract will be effective from 1.7.2017 but this date may be subject to change.
