II.1.4)Short description:

The Danish Agency for Institutions and Educational Grants and the eight Danish universities wish to purchase a student information system. The Danish Agency for Institutions and Educational Grants will be single point of contact during the market dialogue, the public procurement and during the contract. In this connection, the contracting authority intends to conduct a market dialogue on general and strategic topics in order to secure a future-proof system.

The purpose and description of the market dialogue is described in Section II.2.4) below and in Appendix 1, which can be found on ethics, cf. address in I.3).

The procedure for participating is described in Sections II.2.4) and VI.3).

II.2.4)Description of the procurement:

Purpose of the dialogue is to understand the market of student information systems and further to ensure a procurement process with a broad field of participants.

The contracting authority wishes to complete several rounds of the market dialogue. The first round of dialogue meetings is expected to be held 18 - 29.3.2019 and these meetings are mostly related to the supplier of the systems. The contracting authority expects to held further meetings during 2019. Detailed information on the topics of the expected dialogue rounds and detailed agendas will be forwarded prior to the dialogue rounds and dialogue meetings. A general paper regarding the contracting authority and the purchase is found at the procurement system, cf. the address stated in section I.3).

The dialogue will be held at the contracting authorities premises in Denmark. First round of the market dialogue is expected to encompass a demonstration of the solution related to the described processes from the contracting authority. Afterwards the dialogue will be a discussion of the scope and functionality of the system, the possibilities of putting students at the center, service and support, implementation and system integrations. More detailed agenda will be forwarded prior to the dialogue.

The contracting authority would like to get in touch with potential bidders. Interested parties are kindly asked to submit a request for participation by the "Request for Information" function in the procurement system Ethics, cf. the address in section I.3). The submitted request must be received no later than on 18.2.2019. Together with the request for participation, the interested parties are asked to send a brief (maximum 1 A4 page) description of the company and the companies' experience in this area and include any relevant material on the system solution in the request. The contracting authority expects to complete the first round of the market dialogue with 4 - 6 interested parties. If there are more interested parties than the expected number, the contracting authority will select the parties that either have the best experience or will help to ensure a broad field of specialist participants.

VI.3)Additional information:

The contracting authority will use the procurement system Ethics, cf. address in section I.3) during the market dialogue, and all relevant market dialogue material will be available on the website.

Interested parties can register on the website www.ethics.dk (available in English) and will receive an admission with user name and password. Please be aware that it is necessary to install Adobe Reader (version 11.0.7 or newer) or Adobe Acrobat (version 6.0 or newer) as well as a program compatible with docx-files, in order to access the procurement system and read the dialogue material. All correspondence during the market dialogue must be made via the procurement system under the function "Request for Information" or "Direct Dialogue". The language used during the market dialogue is English.

Interested parties should stay informed via the electronic procurement system.

If any technical problems occur during the use of the procurement system, the interested parties may, during the daytime hours (08:30 - 16:30), make an enquiry to Ethics Support: at telephone number +45 7022 7007. If a technical problem is assumed to affect all parties, information will be published on the procurement website.

After completing the market dialogue the contracting authority will draw up a report in which the process of the dialogue will be summarized. The report will be published on the website referred to in section I.3).
