General Contractor for the Construction of a New Office Building for the European Investment Bank in Luxembourg
The mission of the General Contractor (GCO) is the construction of a new office building for the European Investment Bank (EIB) in Luxembourg. The GCO will be responsible for construction, fitting out, testing, commissioning and handover of the new building in accordance with the execution design documentation and BIM models provided by the EIB. The works are foreseen to last 36 months, plus 12 months of defects notification period.
The new building of approximately 63 680 m2 of gross area will accommodate 1 500 working stations and supply areas and shall provide for an efficient allocation of working places (offices), traffic areas and technical storage rooms. Its total surface is about 45 000 m2 above ground and 18 600 m2 underground. The new building is designed to be at the cutting edge of sustainability and energy efficiency. It is a sober, functional, flexible building, responding to low energy consumption requirements and low emissions. The project has been developed by using BIM, for design purposes in architectural and techniques and also for time schedule (4D BIM) and cost management (5D BIM).
The main characteristics of the new building are as follows:
— podium levels G+4,
— tower Levels G+16,
— car park capacity 259,
— environmental Certification certified BREEAM 2013,
— energy performance class “A” of Grand Duchy of Luxembourg,
— primary energy consumption levels compliant with nearly zero-energy building standards Directive 2018/844-EU (calculations in accordance with ISO 52000).
The GCO contract will include all construction works to be executed for erecting the new EIB building in Luxembourg (foundations, structures, architecture, technics, energy components, finishes, partition walls, landscaping, public square, vehicular and pedestrian connection to the existing EIB neighboring building, etc.), including testing, commissioning and hand-over to the EIB for use of the building.
The GCO will have to take over the full building information model to be handed over by EIB at the beginning of the contract, to complete it, to maintain and operate it during the whole construction process and to use it to produce the as-built documentation.
Project related construction activities commenced in 2016-2017 with the excavation down to the project basement level of the building footprint and the construction of a temporary ramp providing access to the existing building car park.
The works are foreseen to last 36 months, starting Q4 2020 until Q4 2023, plus 12 months of defects notification period.
The works contract will be based on the FIDIC conditions of contract for construction for building and engineering works designed by the employer (Red Book), First Edition 1999.

Preliminary market consultation: public information session
The EIB will organize a public information session on the New Building Project on 18.3.2020 at 11 a.m. (Luxembourg time) at the EIB headquarters, 98-100 Boulevard K. Adenauer, L-2950 Luxembourg with a view to preparing the procurement and informing economic operators of its procurement plans and requirements.
Attendance shall be via prior registration only by sending an email with contact details of the participants (name, surname, company and function) to email@example.com at the latest by 13.3.2020. Economic operators are highly encouraged to participate to the information session however attendance is not a pre-condition to participation in the subsequent tender.
Any information given during the public information session will be recorded and published in the subsequent tender process.
