III.2.2)Economic and financial ability
Information and formalities necessary for evaluating if the requirements are met: In order to prove their economic and financial capacity, the tenderers (i.e. in the case of a joint tender, the combined capacity of all members of the consortium and identified subcontractors) must show that their annual consolidated turnover exceeds 350 000 EUR (average for the past 3 years).
The following evidence should be provided:
— the completed 'Simplified balance sheet' and 'Simplified profit & loss account' completed for the last 3 years (Annex 2 must be completed),
— copy of the profit & loss account and balance sheet for the last 3 years for which accounts have been closed,
— failing that, appropriate statements from banks,
— if applicable, evidence of professional risk indemnity insurance.
III.2.3)Technical capacity
Information and formalities necessary for evaluating if the requirements are met:
A. Criteria relating to tenderers:
Selection criteria to be satisfied jointly by the members of the team:
— the tasks foreseen under this contract require a very strong academic and practical expertise in equality data collection, statistics as well as on anti-discrimination law and policies and data protection in the European Union. The team proposed by the contractor must consist of well-recognised academic experts in these fields jointly covering and ensuring knowledge and expertise in all these areas,
— as certain tasks require an analysis of the existing practices and situation in all EU countries, the contractor should count on a group of experts able to cover all the countries, all grounds of discrimination listed in the tender and work with information and data from all EU countries, or on 1 or more organisations with the capacity to carry out these tasks,
— proven ability to perform the coordination and the administrative tasks involved in organising and managing contracts and projects at European level,
— proven ability to set up the appropriate organisational structure to carry out all the tasks involved,
— very good knowledge of EU working languages and particularly English to facilitate communication with the Commission,
— strong planning and organising skills.
Each individual team member responsible for carrying out work other than clerical or managerial tasks must have:
— university education, preferably in the fields of economics, social sciences, statistics or law,
— at least 5 years of professional experience specialising in equality data collection and/or publications relating to equality data collection and/or sound knowledge of EU anti-discrimination law and/or data protection legislation,
— a good knowledge of 1 or more national contexts in the area of equality data collection,
— strong analytical skills and the ability to conduct social science research and the ability to prepare reports,
— good planning and organisational skills and the ability to work to tight deadlines,
— excellent written and oral communication skills,
— very good knowledge of the English language (both written and spoken).
B. Evidence:
The following evidence should be provided to fulfil the above criteria:
1. tenderers should provide with their offer detailed curriculum vitae of each staff member responsible for carrying out the work, including his or her educational background, degrees and diplomas, professional experience, research work, publications and linguistic skills. The CVs shall be presented, preferably, in accordance to the Commission Recommendation on a common European format for curricula vitae, published in OJ L 79 of 22.3.2002, p. 66;
2. letters of commitment signed and dated by all the team members and from any other external persons to the bidder's organisation stating their commitment to be involved in the implementation of the contract in case the bid should be successful;
3. a list of the principal services of the same type provided in the past 5 years, with the sums, dates and recipients, whether public or private, of the services provided, together with certificates issued or countersigned by public authorities or by private clients or, failing this, simply declared by the service provider to have been effected;
4. a declaration by the applicant certifying his technical capacity and the competence of the team to carry out the services;
5. part of the contract which the service provider intends to subcontract.
If several service providers/subcontractors are involved in the bid, they must jointly have the professional and technical capacity to perform the tasks assigned to them.
