Norfolk County Council – Environment, Transport and Development is reviewing the way it purchases highway building materials. We are considering running a procurement exercise to establish a framework of Providers.
Supplies potentially in scope are as follows:
Kerbs and Slabs including Paving Flags, Kerbs & Path Edgings.
Drainage including Manhole Components; Inspection Chambers; Couplings; Pipes & Fittings; Gully Pots; Drainage Units.
Carriageway Ironworks including Covers & Frames.
Pedestrian Fencing including Railings.
Special / Ancillaries.
Supplies may be sought in multiple lots according to product types, delivery and/or collection and geographical areas.
Further to Paragraph 3 of the Best Value Statutory Guidance issued by the Secretary of State for Local Government in September 2011, the Council is holding a Concept Viability event to explore the plans for the delivery of this service prior to a contract notice being issued and applications being invited. The event will be held on Monday 31.3.2014 and will take place at 13:00 at the Archive Centre, County Hall, Martineau Lane, Norwich, Norfolk, NR1 2DQ. Please note that parking is not available on site.
The event will inform providers of our intentions and what we hope to achieve, to ascertain what potential providers see as areas of risk, to discuss contract specifications and terms, to discuss what (if anything) would stop interested parties from applying. In addition, we would, further to our duties under the Public Services (Social Value) Act 2012, welcome views from potential providers about whether, and if so how, the procurement process could deliver economic, social or environmental benefit for the County of Norfolk.
