— after the deadline for the submission, international horizon scanning Initiative will evaluate who can be selected,
— the selected candidates will receive the request for proposals (including technical specifications and contractual conditions) and will have the possibility to submit a tender.
You should follow the instructions as mentioned in the request for candidacies. Please go carefully through these instructions, and do not hesitate to pose questions with respect to the obligations before you submit your request to participate.
According to Article 23, § 1 – 3 of the Belgian Act of 17.6.2013 concerning the motivation, the information and the legal remedies regarding public procurement, certain contracts for work, supplies and services and concessions, an appeal against e.g. the selection decision and the award decision can be lodged at the Brussels Commercial Tribunal (‘Ondernemingsrechtbank’). The deadlines for an appeal are (counting from the date of publication, of notification or of access to the decision against which an appeal is lodged):
— appeal for suspension: 15 days,
— appeal for annulment: 60 days.
Violation of these deadlines will amount to the inadmissibility of the appeal.
